Currently, there are many construction sites on the Van Phong - Nha Trang expressway intersecting with the 110kV high voltage grid. If the construction unit is careless and does not comply with the safety regulations of the electricity industry, it will cause unpredictable consequences.

Power outage due to accident
On the morning of June 1, the High Voltage Grid Enterprise of Khanh Hoa Power Joint Stock Company conducted an inventory and handed over areas at risk of insecurity of the 110kV power grid system to Lizen Joint Stock Company - the leader of the consortium constructing package XL01, Van Phong - Nha Trang Expressway Project (part of the North - South Expressway Project). The reason why the two sides had to urgently carry out this handover process was because previously, at 10:44 a.m. on May 30, while constructing the expressway, Lizen Joint Stock Company used construction equipment that violated the safety distance, causing a power grid incident. Specifically, the construction unit used a dump truck to dump soil and rock to build a service road (at pole 306-307 of the 110kV Van Ninh 2 line, Xuan Son commune area) too close to the high-voltage power line, causing an electric discharge, causing the entire Van Ninh district and the southern part of Phu Yen province to lose power, directly affecting the daily lives of people and the production and business activities of enterprises.
It is known that this is not the first time that a power grid safety violation has occurred. Since 2020, nearly 20 power grid safety incidents have occurred on the 110kV power grid alone. Among them, many cases were caused by failure to comply with the safety distance of the power transmission system during the construction of large projects.
Mr. Dao Minh Kinh - Director of the High Voltage Grid Enterprise of Khanh Hoa Power Joint Stock Company said that the unit is responsible for managing and operating the 110kV power grid in 3 provinces: Phu Yen, Khanh Hoa, Ninh Thuan with 12 110kV transformer stations and a total length of nearly 400km of power lines. During the unit's power supply operation, there were a number of violations of the power grid safety corridor due to both subjective and objective reasons. In the recent incident, the High Voltage Grid Enterprise worked with Lizen Joint Stock Company to determine the cause of the incident, and at the same time requested the construction unit to stop construction in and near the power grid corridor to prevent recurrence. Determining the cause is to propose effective solutions, minimize danger to the power line and ensure the highest safety for the construction area where the power grid passes.
Avoid repeating the problem
Mr. Bui Thanh Tung - Director of Package XL01 of Lizen Joint Stock Company said that the company is the leading contractor of the XL01 package with a total length of 52.5km. This is a package in a national key project, playing an important role and of great significance in promoting the country's socio-economic development. Therefore, the joint venture mobilized maximum human resources, equipment, machinery and organized construction on holidays and days off. Due to the fast progress, but the site clearance was not in time, the company had to take every measure to carry out the construction. This was also part of the cause of the unexpected incident. After the discharge incident, the contractor immediately remedied it and requested the Electricity industry to provide detailed instructions to workers on electrical safety during construction; committed not to violate the power grid safety corridor. In the coming time, Lizen Joint Stock Company has planned to invite specialized units to retrain all construction forces of the package on electrical safety to avoid incidents and ensure construction progress.
However, the construction unit as well as Khanh Hoa Electricity Joint Stock Company said that the above measures are only temporary solutions, in the long term, more fundamental solutions are needed. Because on the Van Phong - Nha Trang expressway, there are many intersections with high-voltage power grids, in Van Ninh district alone, there are up to 44 intersections.
On May 31, at a meeting between the People's Committee of Van Ninh district, Lizen Joint Stock Company and the High Voltage Grid Enterprise to resolve the newly occurred incident and prevent further risks, the parties proposed many measures to ensure safety when implementing the expressway project. The construction unit and the Electricity sector have requested the People's Committee of Van Ninh district to prioritize the relocation of 110kV power grid locations in the road corridor before handing over the site. The High Voltage Grid Enterprise requires contractors in the project to ensure a safe distance when constructing works near the 110kV line. Specifically, the minimum distance from the power line to the nearest point of equipment, tools or working means in the high voltage grid safety protection corridor must be 6m or more; the width of the corridor is limited to both sides of the line, parallel to the line, with the distance from the outermost wire on each side must be 4m or more. At the poles where vehicles pass, barriers must be installed on both sides of the labor safety corridor to ensure safety when vehicles pass. Before carrying out construction in areas that affect the high-voltage grid safety corridor, contractors must proactively coordinate with the High-voltage Grid Enterprise to implement measures to ensure safety for people, vehicles, equipment and the 110kV high-voltage grid.
