On July 19, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, concluded the Government Standing Committee conference on digital transformation.
Reports and opinions presented at the conference unanimously assessed that there were 8 outstanding results in digital transformation in recent times. In particular, the Digital Government continued to develop. Providing online public services to people and businesses was promoted (there were 16.4 million accounts on the National Public Service Portal; providing 4,543/6,325 administrative procedures, 43/53 essential public services).
The digital economy and digital society continue to grow strongly. Digital products of Vietnamese enterprises continue to develop and be exported around the world. According to the report of the General Department of Customs, digital product exports increased from 113.5 billion USD in 2021 to 117.3 billion USD in 2023; in the first 6 months of 2024, it reached 64.9 billion USD, an increase of 23%.
Revenue from software and information technology services increased significantly (2023: 13 billion USD, 6 months of 2024: 6 billion USD); exports in 2023 reached 7.5 billion USD; 6 months of 2024 reached nearly 3 billion USD. Many leading technology corporations in the world have made large investments in Vietnam, committed to new investments and investment expansion, especially in new fields such as electronics, semiconductor chips, research and development, artificial intelligence, etc.
Digitalization of economic sectors, digital transformation in management, investment, construction and production are being strongly implemented. E-commerce revenue increased from 13.7 billion USD in 2021 to 20.5 billion USD in 2023. Hundreds of OCOP products have been sold through domestic and cross-border e-commerce platforms, creating livelihoods and high incomes for farmers.
Non-cash payments are widely deployed nationwide. The rate of adults with payment accounts reached 87%, exceeding the 2025 target of 80%. The electronic tax system was built synchronously from tax registration to tax declaration, tax payment, electronic tax refund and the deployment of the electronic invoice system nationwide (processing 8.8 billion invoices).
Digital transformation to serve people and social security has developed strongly, such as registering for high school graduation exams, registering for online admission in education; connecting data on driver's health examinations, birth certificates, death certificates; in social insurance (during the peak of Covid-19, in 1 month, 31,836 billion VND was paid to over 13.3 million workers via the electronic system); 63/63 localities made social security payments through accounts for 1.96 million people with an amount of over 8,280 billion VND.
Many international organizations have positively assessed Vietnam's digital transformation results. The 2022 E-Government Index ranked 86/193. The Innovation Index has always been in the top 50 countries since 2018; in 2023, it ranked 46/132. The 2023 Postal Index reached level 6/10, ranking 47/172.
In his concluding remarks, Prime Minister Pham Minh Chinh assigned the Ministry of Public Security, the Ministry of Information and Communications, and the Government Office to absorb opinions, complete and submit for promulgation the Government's Resolution on digital transformation for unified implementation in the coming period.
Regarding tasks in the coming time, the Prime Minister instructed the Ministry of Finance to urgently complete and submit to the Government for promulgation a Decree amending Decree No. 123/2020/ND-CP regulating the application of electronic invoices to e-commerce transactions and livestream activities, food and beverage services...
Regarding online public services, the Prime Minister requested ministries and branches to focus on implementing and striving to achieve 80% of full-process online public services by the end of 2024, 40% of the adult population using online public services, 90% of people and businesses satisfied with administrative procedure settlement; by 2025, 100% of administrative procedure settlement records will be assigned personal identification. Ministries, branches and localities will accelerate the digitization of records and results of administrative procedure settlement; build databases of sectors and localities and connect with the national database.
The Prime Minister requested the Ministry of Public Security to urgently complete the proposal to develop the Law on Personal Data Protection and the Data Law; coordinate with ministries, branches and localities to determine a roadmap to bring essential utilities to the VNeID application, especially completing criminal records, electronic health books, birth and marriage certificates... so that people across the country can use and enjoy them, to be completed before December 31, 2024.
Regarding information security, ministries, branches and localities must urgently complete the work of ensuring information security at all levels; review and upgrade the security of information systems under their management responsibilities according to the guidance of the Ministry of Information and Communications.
