The Government Office has just sent a document to the Ministry of Industry and Trade and the State Capital Management Committee at Enterprises, conveying the direction of Deputy Prime Minister Le Minh Khai regarding the inspection conclusion of the Ministry of Industry and Trade on the electricity supply of Vietnam Electricity Group (EVN) and related units.
Accordingly, the Deputy Prime Minister requested the Minister of Industry and Trade to take full responsibility for the contents stated in the inspection conclusion; and urge the handling of violations discovered during the inspection. The Ministry was also requested to check the handling after the inspection.
The State Capital Management Committee at Enterprises, according to its functions and authority, shall carry out inspection conclusions in accordance with legal provisions.
Previously, the inspection conclusion of the Ministry of Industry and Trade pointed out shortcomings, limitations, shortcomings, and violations in the direction and operation of electricity supply in the 2021-2023 period of EVN and related units.
These include slow investment, completion of power sources and grids; slow troubleshooting of generators of some thermal power plants, reducing the ability to supply electricity; failure to strictly comply with Directive No. 29/CT-TTg of the Prime Minister, decisions, directives, and documents of the Minister of Industry and Trade on power supply plans, fuel supply charts for power production, making the preparation of power sources passive, reducing energy security reserves.
In addition, the inspection conclusion stated that the dispatch and operation of the power system was unbalanced in mobilizing different types of power sources at many times; violations were committed in directing, operating, scheduling, and dispatching the operation of the national power system in the dry season of 2023.
EVN was also blamed for widespread power supply disruptions, especially in the Northern region from the second half of May to mid-June 2023, causing sudden and unannounced power outages, causing public outrage, affecting people's lives, production and business activities, and the investment attraction environment.
Based on the above-mentioned shortcomings, limitations, shortcomings and violations, the Ministry of Industry and Trade has proposed and requested the State Capital Management Committee at Enterprises (according to the state management hierarchy) to base on the inspection conclusion, direct, organize a review, clarify responsibilities and handle or recommend strict handling according to the Party's regulations and the State's laws for the EVN Board of Members and related individuals.
