In the past time, Huong Son district has been proactive, focused, and has implemented appropriate roadmaps in arranging the organization of public service units to ensure the set progress.

The district has also organized and consolidated its apparatus in a streamlined manner, reducing the number of focal points; functions and tasks have been reviewed and adjusted reasonably, overcoming the situation of duplication and overlap of tasks and management areas.

In 2015, the People's Committee of Huong Son district had 86 public service units, but by December 31, 2023, the locality had reorganized the apparatus to only 68 units, a reduction of 18 units (reaching 20.9%). Regarding the development of the Project on job positions for the period 2018 - 2023, the whole district has 66/68 public units under the People's Committee of Huong Son district that have completed the development of the job project, approved by competent authorities.

Currently, the two units that have not had their job position projects approved by Ha Tinh province are Cau Treo International Border Gate Regional General Hospital and Huong Son District Center for Science and Technology Application and Plant and Animal Protection.

After the reorganization, the functions, tasks and powers of public service units are implemented according to regulations. Currently, the units have been operating stably, the organizational structure is streamlined, and the operation is effective and efficient.

In addition, there are still some shortcomings and limitations such as: some units have not completed the organizational structure project (departments, departments, teams) of public units according to the provisions of Decree No. 120/2020/ND-CP) of the Government; the annual assessment and classification are still formal, making it difficult to implement staff streamlining, affecting the improvement of staff quality...

Head of the Provincial People's Council's Legal Committee Nguyen Thi Nhuan: Huong Son district needs to pay more attention to the reasonable transfer of teachers to create high consensus among the team.

Huong Son district also proposed groups of solutions related to policy institutions, implementation organization and implementation resources such as: adjusting the Law on Social Insurance, Decree regulating retirement age for cadres, civil servants, public employees, and workers according to target groups; reducing retirement age for preschool and primary school teachers, and medical staff at public health facilities.
