However, resettlement and population stabilization need to be associated with suitable livelihoods so that resettled people can truly "settle down". After nearly 4 years of drastic implementation of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2030 period; Phase I: from 2021 to 2025 (National Target Program 1719), the socio-economic life of ethnic minorities and mountainous areas in Phu Tho province has improved. Electricity, roads, schools, and stations have been invested in and newly built, and the lives of ethnic minorities have had many positive changes. Emerging as an attractive tourist destination, Mang Den (Kon Plong district, Kon Tum) is considered a miniature Da Lat in the Northern Central Highlands with its climate, local culture, cuisine, and many unique natural features. But the lesson of Da Lat urbanization is a problem for Mang Den to refer to and "learn from experience" in order to preserve its inherent attractiveness. Implementing the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas, Phase I: From 2021 - 2025, the Government assigned the Vietnam Women's Union to preside over the implementation of Project 8 "Implementing gender equality and solving urgent problems for women and children". From the 2021 - 2022 school year to now, hundreds of teachers in Ha Long city (Quang Ninh) have written volunteer applications to work with schools and classes in ethnic minority and mountainous areas. The rotation of teachers from schools in favorable areas to highland areas has added motivation and new spirit, helping students in difficult areas have the opportunity to access many teaching methods of teachers at the center; Although most people agree with the policy of Dak Ha district (Kon Tum) on socializing the upgrading of sidewalks through Dak Ha town, with the State investing 70% and the people supporting 30% of the estimated cost. However, due to some contents not being discussed and agreed upon during the implementation process, so far the contribution of funds from households is still slow. This has also been repeatedly proposed by people at meetings with voters of People's Councils at all levels. With the family's savings and the sharing and active support from members of the Kinh - Hoa - Khmer Solidarity Group, after only 2 years, Ms. Thi Phuong in Hamlet 5, Xa Phien Commune confidently registered to escape poverty and built a solid house according to her family's long-standing wish.
Recalling the past, Ms. Phuong shared: At that time, the family had no land to cultivate, no stable job, so I did not think the family could escape poverty. In 2017, after joining the Solidarity Group of the 3 Kinh - Hoa - Khmer ethnic groups, Ms. Phuong's family received support of 7 million VND and farming techniques from experienced households. With the initial capital, Ms. Phuong bought 2 piglets, spending a lot of time taking care of the pigs according to the instructions. After a period of time, her family's herd of pigs increased to dozens and brought a stable income to the family.
Ms. Thi Phuong shared: "Since joining the Kinh - Hoa - Khmer Solidarity Group, thanks to borrowing capital from the women in the group to invest in pig farming, and at the same time exchanging experiences in effective farming with the members, the family's economy has now improved."
Seven years ago, the Xa Phien Commune Mass Mobilization Bloc officially established the Kinh - Hoa - Khmer Solidarity Group in Hamlet 5, with 24 members. The core members are farmers and women's association members. Since then, each member has promoted the spirit of solidarity, helping and exchanging experiences with poor and near-poor households to develop the economy together, creating income for the family.
Through regular meetings, the Group integrates guidance on how to convert crops and livestock to bring high economic value, suitable to the conditions of each family. Some members of the Group who have the means also participate in contributing capital to build houses for members with housing difficulties.
As a member of the Kinh-Hoa-Khmer Solidarity Group, Mr. Thach Tuong also received financial support to develop his family's economy; thanks to that, his family has now escaped poverty. "The family has also saved some money, and with the help of the group, we have now been able to build a decent house. The group also regularly visits the model, sharing more experiences in improving the efficiency of crops and livestock to increase income. The group's approach has practical meaning for the members," Mr. Tuong shared.
It is known that every month, each member of the Group contributes 100,000 VND, creating a fund to support members in difficulty who need capital for reproduction. Up to now, the Group's capital contribution is nearly 150 million VND, providing loans to many members. Thanks to that, the Group currently has no members who are poor or near-poor households.
In addition to helping each other develop the economy, in each meeting, the Group proactively invites the functional departments of the commune to attend so that they can promptly inform and forecast the security and order situation and propose preventive measures. Actively propagate and mobilize each member of the Group to voluntarily sign a family commitment not to violate the law, especially not to violate traffic safety and order.
Members also promote the spirit of national solidarity by patching roads and repairing bridges in the area together; learning about each other's customs and practices to have appropriate behavior and being ready to support machinery and equipment for agricultural production among members.
Mr. Luu Hoang Minh, Head of the Solidarity Group of the Kinh - Hoa - Khmer ethnic groups in Xa Phien commune, said: “Thanks to the Group, the solidarity of the three ethnic groups is increasingly close. The members of the group do not distinguish between ethnic groups. We all have the same thought that the three ethnic groups are one, if there are any difficulties, we will share with each other, if there is a shortage, we will contribute to help each other. We will continue to strive to develop even stronger next year, with even stronger capital, everything must be achieved to help our hamlet reduce the number of poor and near-poor households.”
According to the leader of Xa Phien commune, the greatest effect of the Kinh - Hoa - Khmer Solidarity Group is to gradually reduce the number of poor and near-poor households; at the same time, it strengthens the solidarity of its members.
This is reflected in the fact that the poverty rate in Hamlet 5 (Xa Phien Commune) has decreased sharply in recent years. Specifically, the commune previously had more than 640 households, but had more than 200 poor households (accounting for nearly 32% of the population), but now there are only 33 poor households.
