The One Commune One Product (OCOP) program is a program to develop the rural economy in the direction of developing internal strength and increasing value; it is a solution and task in implementing the national target program on new rural construction. The focus of the OCOP program is to develop advantageous agricultural, non-agricultural and service products in each locality according to the value chain, implemented by private economic sectors (enterprises, production households) and collective economies. The State plays a role in creating and promulgating the legal framework and policies for implementation; orienting the planning of production areas for goods and services; managing and supervising product quality standards; supporting the following stages: Training, coaching, technical guidance, application of science and technology, branding, trade promotion, product promotion, and credit.
The program aims to develop forms of production and business organization (prioritizing the development of cooperatives and small and medium enterprises) to produce traditional products and services with advantages that meet standards and are competitive in the domestic and international markets, contributing to the development of the rural economy. Contributing to the economic restructuring, improving income and living standards for people and effectively implementing the criteria group "Economy and production organization" in the National Criteria for New Rural Communes. Through the development of production in rural areas, contributing to the industrialization and modernization of agriculture and rural areas; promoting a reasonable shift in the rural labor structure (limiting migration to cities), protecting the environment and preserving the good traditional values of rural Vietnam.
Regarding product evaluation and ranking, OCOP products include 5 star levels: 5-star level (High-quality products, meeting international standards); 4-star level (Products that meet standards, can be upgraded to meet international standards); 3-star level (Products that meet standards, can be developed to 4-star level); 2-star level (Products that do not fully meet standards, can be developed to 3-star level); 1-star level (Weak products, can be developed to 2-star level).
According to experts, OCOP products have contributed to the transformation of thinking from agricultural production to production associated with agricultural business, especially the connection between agricultural development and economic development, services and tourism of localities. When rural areas develop and prosper, it is a testament to the progress in changing production thinking, achieving the current results. It can be seen that the OCOP Program has made an important contribution to the transformation of thinking from manual, small-scale agricultural production to commodity production, applying science and technology. OCOP subjects promote investment, expand production scale, apply advanced and modern technology, invest in design and improve product quality.
After the implementation of the program, the number of products participating and recognized as OCOP products in Vietnam is increasing, with a variety of types, designs, styles, etc. There are more and more good products with improved quality, environmentally friendly, meeting the needs of domestic and foreign consumers. Products have clear origins, geographical indications associated with the place of origin of the product and the producer, creating trust for consumers and convenience for management agencies in monitoring, checking, and supervising the products.
Many OCOP products have been innovated and created to improve quality, access export markets, and target demanding and high-value markets. Rural areas have been forming many OCOP tourism areas along with developing many types of products to contribute to the development of local tourism such as cuisine, medical treatment, beauty, consumer goods, souvenirs, etc. OCOP products have also initially aroused the potential and strengths of local products, raw material areas and labor, especially rural tourism services.
OCOP products have increasingly great influence and good consumption, so many commercial enterprises and large supermarkets have ordered them to put into stable distribution systems. In fact, after the product has achieved OCOP certification, the product output is much better because it is more popular with consumers. Along with that, to ensure benefits, commercial organizations also prioritize ordering products of OCOP entities.
Many high-quality OCOP products have been exported to foreign markets such as Tai Hoan vermicelli (Bac Kan), Bich Thao coffee (Son La), Palmania palm sugar (An Giang), ST24 rice (Soc Trang), Thien Vuong specialty rice (An Giang), Ban Lien organic tea (Lao Cai), Viet Cuong vermicelli (Thai Nguyen), Le Gia shrimp paste (Thanh Hoa), Ladoactiso cao ong (Lam Dong), Darmark roasted and ground coffee (Kon Tum), NADISALT salt (Nam Dinh)... have been exported to markets such as the US, Japan, France, Germany, Denmark, Czech Republic, China, Taiwan (China), Korea... More importantly, OCOP products all increase in value, helping the subject to expand production scale and increase revenue, increase income for the community and society.
The OCOP program continues to be implemented synchronously and widely by localities, becoming a priority solution in rural economic development. To date, 63 provinces and centrally-run cities have developed and issued Projects and Plans to implement the OCOP Program for the period 2021-2025. According to statistics from the Central Office for New Rural Area Coordination (Ministry of Agriculture and Rural Development), the country currently has over 14,000 OCOP products with 3 stars or more, of which 72.1% are 3-star products, 25.8% are 4-star products, 2.1% are 5-star products and have 5-star potential. Currently, the localities in the Red River Delta region lead the country with the number of OCOP products accounting for more than 30% of the total OCOP products of the country, the Mekong River Delta ranks second with more than 18%, followed by the Northern mountainous region accounting for more than 16%, the lowest is the Southeast region with products accounting for only about 6%.
To date, there are 7,846 entities participating in OCOP, of which 32.8% are cooperatives, 22.7% are small enterprises, 38.6% are production establishments, business households, and the rest are cooperative groups. In particular, there are more than 2,420 cooperatives with OCOP products, gradually transforming their operations, performing the function of product consumption, associated with the construction of products with standards, regulations, packaging, labels and brands of the cooperative, instead of just providing input services for members.
