Series of officials must review
On January 15, the Department of Industry and Trade of Khanh Hoa province informed about the handling of officials involved in violations in solar power projects concluded by the Government Inspectorate.
Khanh Hoa Department of Industry and Trade said that Khanh Hoa Provincial People's Committee has held many meetings, announced and assigned the presiding units, coordinated with functional agencies to advise the Provincial People's Committee to conduct reviews of former leaders who are the Chairman and Vice Chairmen of the Provincial People's Committee, heads of units who are members of the Provincial People's Committee under the management authority of the Party Committee of the Provincial People's Committee.
On December 1, 2023, Khanh Hoa Provincial People's Committee held a meeting chaired by Chairman of Khanh Hoa Provincial People's Committee Nguyen Tan Tuan and concluded in Notice No. 569/TB-UBND dated December 6, 2023.
The conclusion notice requires relevant individuals to study relevant documents and files to prepare an explanatory report and self-assessment report and send them to the Department of Home Affairs before December 11, 2023 for synthesis and consultation with the Provincial People's Committee Party Committee to organize a review meeting according to their authority.
The list includes: Mr. Tran Son Hai (former Standing Vice Chairman of the Provincial People's Committee); Ms. Le Thu Hai (Deputy Head of the Provincial Party Committee's Organization Board, former Director of the Department of Industry and Trade); Mr. Nguyen Ngoc Minh (former Director of the Department of Industry and Trade); Mr. Nguyen Be (former Deputy Director of the Department of Finance); Mr. Ngo Xuan Quan (former Deputy Chief of Office of the Provincial People's Committee).
Most recently, on January 10, 2024, the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee held a meeting to review the Report of the Party Committee of the Provincial People's Committee to organize the review and handling of responsibilities of collectives and individuals according to the inspection conclusion of the Government Inspectorate on the power development planning in Khanh Hoa province.
Many department officials must learn from experience
For cases under the jurisdiction of the Department of Industry and Trade, the Department held a meeting to review the Energy Management Department and 2 individuals (Mr. Truong Tam - Head of Energy Management Department and Ms. Vo Nguyen Phuong Mai - Deputy Head of Energy Management Department).
For cases not under the jurisdiction of the Department of Industry and Trade, in July 2023, the Department of Industry and Trade reported to the Provincial People's Committee to consider handling responsibilities for 2 officials who exceeded their authority, namely Mr. Nguyen Ngoc Minh - Former Director of the Department (retired from January 1, 2018) and Ms. Le Thu Hai - Former Director of the Department (transferred from September 29, 2022).
Regarding the Department of Planning and Investment, on July 4, 2023, the Department held a meeting to review and handle collective responsibility and related individuals according to the content of the Government Inspectorate's Conclusion. Accordingly, review and draw experience for Mr. Nguyen Truong Son - Head of the Department of Enterprises, Collective and Private Economy (KTTT and TN);
Two specialists, Mr. Le Tien Hung and Ms. Nguyen Thi Lan Phuong, along with Mr. Nguyen Nam Khanh, Inspector of the Department of Inspection (former specialist of the Department of Enterprises, Economic and Social Affairs and Natural Resources) were also reviewed and had their experiences drawn.
In Khanh Hoa, there are 9 solar power projects in the planning, added to the power development planning and put into operation. In which, the Government Inspectorate's conclusion pointed out 3 solar power projects violating the law in this locality, including: Song Giang Solar Power Plant project, Trung Son 30MW Solar Power Plant project and another project in Cam Lam district.
The Song Giang Solar Power Project in Cam Ranh City is located adjacent to Cam Thi Tay and Cam Dong communes and is built on an area of about 60 hectares, with a total capacity of 50MW. The total investment capital is nearly 1,200 billion VND.
The Government Inspectorate's conclusion stated that at the time of inspection, this project was still temporarily connected and had not been transferred to local management, and the responsibility belonged to the Ministry of Industry and Trade. This project was approved to adjust the capacity scale from 40MWp to 50MWp, but without an appraisal, it was not in compliance with regulations, and the responsibility belonged to the Ministry of Industry and Trade and the Department of Electricity and Renewable Energy. In addition, the Department of Electricity and Renewable Energy appraised this project without accepting EVN's comments.
As for the Trung Son Solar Power Plant project in Cam An Bac commune, Cam Lam district, with a capacity of 30 MW and a total investment of about 1,000 billion VND, the investor of this project did not ensure financial capacity and the project documents did not comply with the provisions of the 2014 Investment Law.
In addition, the project investor does not have enough financial capacity to lease land according to the provisions of the 2013 Land Law but has been decided on the investment policy by the People's Committee of Khanh Hoa province. The responsibility belongs to the People's Committee of Khanh Hoa province and relevant departments.
Khanh Hoa Provincial People's Committee and relevant departments and branches are also responsible for issuing investment decisions for 3 solar power projects not included in the power source planning approved by the Ministry of Industry and Trade.
