All rights and obligations of employees at the Power System Control Center, including a salary of 40 million VND per month, will be inherited after separation from EVN.
The above content is mentioned in the Appraisal Report of the project to separate the National Power System Control Center (A0) into a One Member Limited Liability Company (NSMO) under the State Capital Management Committee sent to the Prime Minister by the Ministry of Planning and Investment .
Currently, A0 has 448 employees. EVN has directed A0 to complete the arrangement plan, and has completed the consultation process. According to the labor use plan previously approved by the State Capital Management Committee, NSMO will receive the original number of A0 employees after separation, inheriting all rights and obligations to the employees.
In the submission to the Government in June 2023, the Ministry of Industry and Trade requested a special mechanism to maintain the salary of 40 million VND per month for all A0 employees before returning to the Ministry to avoid personnel disruption, leading to operational risks.

Explaining this mechanism, the Ministry of Industry and Trade assessed that A0 personnel are under heavy work pressure when controlling and operating the entire power system with hundreds of factories and hundreds of thousands of different high-voltage electrical equipment. During the working process, they must make quick, accurate decisions, and are not allowed to make mistakes because each mistake will lead to damage to high-value equipment, widespread power outages, or human casualties.
The above labor arrangement plan has been agreed by the Ministry of Labor, War Invalids and Social Affairs. The Ministry of Planning and Investment assesses that this is in accordance with legal regulations.
Regarding the 5-year salary policy (2023-2028), the Ministry of Labor, War Invalids and Social Affairs proposed that NSMO apply level 1 to rank salaries for managers. According to Decree 51 and Decree 52 of 2016, at a single-member LLC with 100% state capital, enterprises are entitled to build salary scales and tables for employees, based on business performance.
For managers, salaries are determined based on the basic salary according to 6 levels (lowest 16 million VND, highest 36 million VND). Together with the coefficient of increase according to efficiency, the maximum salary for the position of Chairman is 86.4 million VND per month. In 2022, the average salary of employees in this business sector will reach 10-12 million VND per month, the average salary of managers is about 40 million VND per month.
Thus, the salary of 40 million VND per month as proposed by the Ministry of Industry and Trade for NSMO workers may still be maintained after the arrangement.
A0 was established in 1994, operating transmission and distribution to ensure the safe and stable operation of the power system. This unit is also responsible for operating power plants; exploiting and regulating reservoirs; and handling incidents in the 500 kV power system. The separation of A0 from EVN was stated in the Decision on restructuring the electricity sector in 2017 but has not been implemented. The transfer of this unit to the Ministry of Industry and Trade was carried out at the request of the Prime Minister .
Reporting to the Prime Minister, the Ministry of Planning and Investment also assessed that the separation of A0 to establish a company with 100% state capital is in accordance with current regulations, does not affect the National Power Development Plan (Plan VIII), helps to gradually form a competitive electricity market, ensure energy security, and restructure the electricity industry.
The charter capital of NSMO upon its establishment was agreed by the Ministry of Industry and Trade to be VND776 billion. The Ministry of Industry and Trade proposed to supplement VND3,520 billion for the 2024-2028 period. Of which, nearly VND3,000 billion will be prioritized for the implementation of 9 urgent projects that are being implemented and have been approved for investment policy.
To ensure stable operation after establishment, NSMO will collect fees for power system dispatching and market transaction management through signing service contracts with EVN. The cost level will be established by the Ministry of Industry and Trade, and EVN will pay according to the contract. According to the proposal of the Ministry of Planning and Investment, the Ministry of Industry and Trade will have to issue a circular clearly stipulating the mechanism for ensuring working capital for NSMO.
The report of the Ministry of Planning and Investment also mentioned the solution to deal with two debts that EVN borrowed for A0, including the loan for the new A0 center project of more than 1.56 million USD and the information infrastructure project for the competitive power generation market of 1.34 million USD. Accordingly, EVN will sign a commitment contract with NSMO to continue paying the debt to the Ministry of Finance, then NSMO will pay back to EVN.
