Lots of IT students but lack of AI experts

(Dan Tri) - There are many students graduating from information technology training schools, but the number of experts with skills and experience in the field of AI is limited. Human resources oriented to AI are scarce.


That is one of many challenges in developing artificial intelligence (AI) in Vietnam raised by Associate Professor, Dr. Le Bo Linh, Institute for Law and Social Studies, former Deputy Secretary General of the National Assembly, Deputy Chairman of the National Assembly's Committee on Science, Technology and Environment at the workshop "Law on artificial intelligence".

The workshop was organized by Saigon International University (SIU) in collaboration with the Institute for Law and Social Studies towards the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on the development of science, technology, innovation and national digital transformation.

According to Associate Professor Dr. Le Bo Linh, we have many advantages in developing AI, especially the abundant young human resources when more than 50% of the current population is under 35 years old with a tendency to quickly access technology.

The education system has undergone significant reforms, promoting the teaching of fields related to information technology and data science.

Some other advantages include Vietnam's efforts to build policies suitable for AI development trends, a thriving technology startup environment, etc.

Besides the advantages, Mr. Le Bo Linh also pointed out that developing artificial intelligence in Vietnam faces a series of challenges.

Among them, the scarce human resources oriented to AI must be mentioned. Although there are many graduates from information technology training schools, the number of experts with skills and experience in the field of AI is limited. This poses an urgent need to improve the quality of training and international cooperation to improve the capacity of human resources.

In addition, there are many other difficulties in infrastructure systems; policies on data management and protection in the use of AI are not consistent, leading to concerns about information security and competition from countries developing the AI ​​field...

Need for legal policies to "govern AI"

In 2023, Vietnam will rank 59th out of 193 countries in the world and 5th out of 10 countries in ASEAN in exploiting AI applications for operations and service provision, up 1 place compared to 2022.

It is undeniable that AI has been gradually entering human life, increasingly proving its role in promoting socio-economic development; ensuring national security; creating breakthroughs, creating momentum for the country to enter a new era.

Prof. Dr. Phan Trung Ly, former Chairman of the Law Committee of the National Assembly, Vice Chairman of the Science and Training Council of Saigon International University, shared that along with the benefits, the development of AI has raised deep concerns about some potential risks from ethical, social, and legal aspects.

What is most concerning is the increasing prevalence and prevalence of AI being used to commit illegal and criminal acts.

Mr. Ly emphasized that with this development, the need to perfect legal regulations on AI has become urgent. Thereby, in order to manage AI to promote positive factors and minimize negative impacts.

According to Associate Professor Dr. Le Bo Linh, developing AI in Vietnam is not simply a technological problem but also a major legal challenge.

To meet these challenges, Vietnam needs a synchronous and open legal corridor; framework regulations on basic ethical and legal issues that must not be violated to support AI development and protect the rights of individuals and society.

Experts at the workshop agreed that sustainable AI development in Vietnam requires many factors, but the most important is high-quality human resources for this field.

Currently, a series of universities in Vietnam have started training in artificial intelligence majors such as Hanoi University of Science and Technology, University of Information Technology, University of Science (Vietnam National University, Ho Chi Minh City), Saigon International University, Ho Chi Minh City University of Economics, Saigon University, Ho Chi Minh City University of Technology, Nguyen Tat Thanh University, etc.

In Ho Chi Minh City, the Project on training international-level human resources in artificial intelligence by the research group of the University of Science (Ho Chi Minh City National University) pointed out that the current human resources in the AI ​​industry do not meet the demand in terms of quantity and quality.

The human resource demand of enterprises increases from 10% to 20% per year while the training target for AI of training institutions in the area only increases from 5% to 10% per year.

The research team forecasts that the AI ​​workforce growth rate in the periods 2021-2025, 2026-2030 and 2031-2035 will be 20%, 15% and 10%/year, respectively.

With this growth rate, Ho Chi Minh City needs 5,500, 11,000 and 18,000 AI industry personnel for the three stages above, respectively.
