NDO - On the afternoon of March 15, at the Government Headquarters, Prime Minister Pham Minh Chinh received Mr. Thomas J. Vallely, Senior Advisor on Vietnam at the Southeast Asia Institute of Columbia University (USA).

At the reception, Prime Minister Pham Minh Chinh congratulated Mr. Thomas Vallely on being awarded the Medal by the US President for his contributions to the country; hoped that he would promote the relationship between the two countries; stated that currently, the Vietnam-US relationship is developing very well; Vietnam is promoting and making efforts to find solutions to balance bilateral trade. Recently, the Prime Minister held meetings and dialogues with large US corporations and enterprises to find solutions to promote investment and business; met with the US Ambassador to Vietnam; and at the same time prepared to receive a delegation from the ASEAN-US Business Council...

The Prime Minister affirmed that although 2024 will face many difficulties and challenges, Vietnam will still maintain macroeconomic stability, control inflation, ensure growth, ensure major balances... creating trust among foreign investors. Vietnam is reforming the apparatus, reducing administrative procedures, reducing intermediary levels, increasing local autonomy. Currently, Vietnam has determined to achieve two 100-year development goals: achieving at least 8% growth in 2025, and achieving double-digit growth in the following years. Therefore, Vietnam must grow rapidly and sustainably; ensuring progress, fairness, social security... Vietnam is stable to develop, develop to stabilize the country, from which it will have potential. Vietnam must have a new approach, a new way of doing things, and breakthrough solutions in science and technology, innovation, digital transformation, education and training, cultural health care, private enterprise development...

The Prime Minister hopes that Mr. Thomas J. Vallely will continue to promote training cooperation between the two countries and advise the Vietnamese Government on policies.

Thanking Prime Minister Pham Minh Chinh for taking the time to meet him, Mr. Thomas J. Vallely expressed that in the current era, it is necessary to create more value for the field of artificial intelligence (AI) and the semiconductor industry.

For the Vietnam Executive Leadership Program (VELP), he hopes to build a dialogue mechanism, thereby promoting the training of more senior leaders for Vietnam.

He expressed his agreement with Vietnam to develop the Ninh Thuan nuclear power project, thereby creating a balance between power sources and the grid; saying that under Vietnam's conditions, energy prices must be suitable for consumers.

He also highly appreciated Resolution 57-NQ/TW of the Politburo of the Communist Party of Vietnam on promoting science and technology, innovation and digital transformation; affirmed the necessity for Vietnam to develop a system of human resource training sources.

He also recommended that the Vietnamese Government in the current digital age should focus on strengthening cybersecurity; at the same time, he committed to supporting Vietnam in effectively implementing Resolution 57-NQ/TW.

Thanking Mr. Thomas Vallely for his sharing, the Prime Minister stated that when changing the status and situation, there must be a new mindset, methodology, and approach suitable for the rapidly changing and complex world situation. Vietnam advocates development based on internal resources combined with external strength; attaching importance to direct and indirect resources; enhancing smart governance; transferring technology, etc.

According to the Prime Minister, resources also start from education and training; improve the quality of teaching and learning at the general level; focus on knowledge training. People are the center, the subject, at the same time the target and the driving force for development; development must be environmentally sustainable. These are the things that Vietnam needs to break through. Promote traditional growth drivers, pay attention to developing new growth drivers.

The Prime Minister said that Vietnam needs to change its thinking to develop. Resources come from thinking; motivation comes from innovation; strength comes from the people; always innovate and renew ourselves; have a mechanism to mobilize strength from the people; always value time, intelligence, and timely decisiveness.

Regarding the bilateral relationship, the Prime Minister said that, in addition to strengthening and consolidating political trust and promoting economy, trade and investment, enhancing cooperation in education and training is of great significance.
