Issued 'ultimatum' to demolish Cu Hill Golf Club building in Da Lat

On the afternoon of January 11, Mr. Vo Ngoc Hiep, Vice Chairman of Lam Dong Provincial People's Committee issued Document No. 334/UBND-XD on urgently and strictly handling violations at the construction project of the golf club building in Cu Doi Da Lat.

Accordingly, the investor is required to voluntarily dismantle the unauthorized construction items of the golf club building in Cu Da Lat Hill before January 25. After the above deadline, if the investor fails to comply, the organization will mobilize forces and machinery to enforce and dismantle the illegal constructions (illegal, unlicensed) according to regulations; to be completed before February 15, 2024.

Construction unit dismantles ancillary works in Cu Hill

The Provincial People's Committee requests the Da Lat City People's Committee to urgently prepare a dossier to strictly handle violations in investment and construction of works violating construction order at the golf club building project according to its authority and regulations of law. Organize a review and clarify the responsibilities of departments, offices, affiliated units and related organizations and individuals due to lax management, failure to promptly inspect and handle the above violations. Report to the Provincial People's Committee on the situation and results of the implementation of the above contents on February 16.

In addition, the Department of Construction is assigned to monitor, supervise and urge the People's Committee of Da Lat City to implement the above instructions. Urgently report the inspection results on investment and construction at projects according to the direction of the Provincial People's Committee in Document No. 46/UBND-XD dated January 3.

Punishment for investors who built without permission in Cu Hill, Da Lat

As Thanh Nien reported, Hoang Gia DL Joint Stock Company (investor) built a golf club building inside Cu Da Lat Hill.

In April 2023, the People's Committee of Da Lat City inspected, made a record and requested the investor to stop construction due to many construction violations. However, this unit has continued construction since then.

This block of buildings was built without a building permit.

The authorities determined that the investor had built a golf building on plot 1, map sheet 17, in the area adjacent to Dinh Tien Hoang Street (golf course, golf hole 8). In which, the block 1 building (dome design) was inconsistent with the granted construction permit and approved design, the total illegal construction area of ​​this block was nearly ^3,300m2 . In addition, the block 2 building did not have a construction permit and approved design. This block has a construction floor area of ^{​​4,478m2} , with 4 floors above ground and 1 basement, the total construction area is over ^20,000m2 .

Pursuant to Decree 16/2022/ND-CP dated January 28, 2022, the People's Committee of Da Lat City issued a decision to fine Ms. Le Thi Hong Xuan (residing on Yersin Street, Ward 9, Da Lat City), General Director of Hoang Gia DL Joint Stock Company, investor of the golf club building, VND 240 million. Specifically, Block 1 was built without a permit and was fined VND 110 million, while Block 2 was built without a permit and was fined VND 130 million.

Regarding this project, on August 11, 2021, Mr. Tran Van Hiep, Chairman of Lam Dong Provincial People's Committee (who was prosecuted and temporarily detained for accepting bribes related to the Saigon - Dai Ninh project) issued a document "Agreeing to supplement items, planning and architectural criteria for the golf club building of Hoang Gia DL Joint Stock Company". Accordingly, the building has a construction area of ^{​​6,120m2} , located in the area of ​​golf hole number 8. In addition to the covered building, Lam Dong province also agreed to let the investor use ^3,900m2 as a parking lot.
