On the occasion of the 75th anniversary of President Ho Chi Minh's call for patriotic emulation (June 11, 1948 / June 11, 2023), today, in the heroic capital of Hanoi with a thousand years of culture, we solemnly held a conference to commend and honor advanced models (DHTT) nationwide in the patriotic emulation movement.

On behalf of the Party and State leaders, I would like to send to the Heroes of the People's Armed Forces, Heroes of Labor, Heroic Vietnamese Mothers and 700 delegates of the National Congress, along with all delegates and distinguished guests my respectful greetings, warm greetings and best wishes.

Dear comrades and delegates!

75 years ago, on June 11, 1948, President Ho Chi Minh issued a call for patriotic emulation, officially launching the patriotic emulation movement throughout our Party, people and army. He pointed out: "Emulation is patriotism, patriotism requires emulation, those who emulate are the most patriotic", "With the indomitable spirit and endless strength of our nation, with the patriotism and determination of our people and army, we can win, we will definitely win...".

Uncle Ho's appeal was like a call to arms for the country, encouraging, inspiring, motivating, and motivating the entire Party, people, and army to promote the tradition of patriotism, the spirit of solidarity, the will to be self-reliant, to overcome all difficulties and hardships, to have many innovative initiatives in labor, production, and combat, making practical contributions to the cause of building and defending the Fatherland. Since then, patriotic emulation has truly become a widespread movement from the lowlands to the mountains, borders, and islands; from urban to rural areas with the active participation of the people, from the elderly to the children, and has achieved great and highly valuable results. This is an important driving force for the Vietnamese revolution to go from one victory to another.

During the resistance wars and national construction, the movements "Three ready", "Three brave", "Five volunteer", "Sea waves", "Great wind", "Bac Ly drum", "Thousand good deeds", "Each person works as two for the beloved South", "All for the frontline, all for victory", "Stick to the land to protect the village", "Not an inch gone, not a glass left"... urged the feelings, determination and practical actions of every Vietnamese citizen. On the frontline, soldiers competed to fight and make achievements. In the rear, the people enthusiastically competed to increase production, eradicate hunger and illiteracy, support the frontline, contributing to bringing the all-people, comprehensive resistance war to complete victory, culminating in the Dien Bien Phu Victory in 1954 "resounding throughout the five continents, shaking the earth" and the glorious historical milestone of the nation was the Great Spring Victory in 1975 - liberating the South, reuniting the country.

The country is unified, the whole country is moving towards socialism, especially in nearly 40 years of renovation, emulation movements have increasingly flourished, diversified in all fields, associated with all classes of people, have strong appeal and spread in society. The emulation movement has closely followed the political tasks of the whole country and of each agency, locality and unit with specific and practical contents. Many topics, initiatives, useful solutions, good models, effective ways of doing things have been widely replicated, bringing great benefits to the State and society. Typical movements include "Good workers, creative workers"; "Emulation to win"; "For national security"; "Good teaching, good learning"; "Skillful mass mobilization"; "The whole country joins hands to build new rural areas"; "The whole people unite to build a cultural life", "Vietnamese enterprises integrate and develop", "The whole country joins hands for the poor, leaving no one behind", "The whole country unites, joins hands, and competes to prevent, fight and defeat the Covid-19 pandemic", "Promoting the development of synchronous and modern infrastructure and practicing thrift and fighting waste"... These emulation movements have created great material and spiritual strength, promoting the potential and strengths of the whole country, contributing to the successful implementation of the political tasks of each revolutionary stage of our people. Thereby, it has contributed to promoting socio-economic development, consolidating national defense and security, preventing and fighting corruption, negativity, waste, maintaining independence, sovereignty, territorial integrity, actively and proactively integrating deeply, comprehensively, practically and effectively into the international community, so that our country has never had the foundation, potential, position and international prestige as it does today.

From the emulation movement, many outstanding examples of UDTT have emerged in various fields. Up to now, there have been hundreds of thousands of outstanding examples in various fields across the country. We will forever remember and be grateful for the heroic sacrifices of the martyrs who wrote the glorious history of the nation to protect the Fatherland, for a peaceful life, for the happiness of the people. We always respect, acknowledge and commend the silent examples of dedication to science, to the cause of educating people; teachers who devote their youth to the children of ethnic minorities in remote areas, border areas, and islands; soldiers on remote islands; police officers who are ready to face danger to bring a peaceful life to the people; teachers and doctors wearing green uniforms on the border; environmental sanitation workers who work silently day and night; Those who diligently plant trees and reforest and many individuals, although their names have not been announced in today's solemn ceremony, truly deserve noble titles and awards, as the song says "Everyone chooses the easy work, who will be left with the hard work" to act and contribute to the community, to society, to the people.

In particular, in the face of countless difficulties and challenges caused by the impact of the Covid-19 pandemic, we cannot help but be moved and urged by the call for solidarity to defeat the Covid-19 pandemic by General Secretary Nguyen Phu Trong. This is a call for the entire nation to unite as one, with the Party, the State, all levels and sectors determined to prevent, repel and defeat the epidemic. And in fact, we have proven that we have defeated the Covid-19 pandemic.

That historic moment has passed, but we cannot forget the image of "white-shirt heroes", the soldiers of the Army and police on the front lines; the volunteers and followers of religion who are ready to face danger for the health and lives of the community, wholeheartedly serving the Fatherland and the people. We cannot forget the elderly and children who saved every penny to join the whole country in defeating the Covid-19 pandemic. These are organizations, individuals, businesses and philanthropists who are willing to contribute financially, support medical equipment and medicine in response to the call for patriotic emulation. This is truly a beautiful symbol of patriotism, of the strength of the great national unity bloc, of the tradition and heroic spirit of Vietnam.

Dear comrades and delegates!

At today's conference, there are 700 delegates of the Youth Union - the bright flowers in the flower garden of the patriotic emulation movement, who are typical examples, representing millions of outstanding collectives and individuals in all fields, in all regions of our Fatherland. The Youth Union, regardless of age, position, or profession, all shine with patriotism, dynamism, creativity, daring to think, daring to do, daring to take responsibility for the common good, for the benefit of the nation and our compatriots; representing the will, determination, aspiration to rise up, to contribute to the community, to society. I am sure that there are many other silent examples who are day and night contributing their efforts, intelligence, and resources to the country in all fields, among all classes of people and our compatriots at home and abroad.

On behalf of the Party and State leaders, I warmly congratulate and commend the emulation movements and emulation and reward work that have been achieved in recent times.

Dear delegates!

In the context of our country facing intertwined opportunities, advantages, difficulties and challenges, to better implement the Call for Patriotic Emulation of the great President Ho Chi Minh, I propose:

All levels and sectors continue to thoroughly grasp and deeply imbue the spirit of "the more difficult it is, the more we must compete"; strengthen leadership, direction, and effectively implement the policies and laws of the Party and State on economic restructuring, focusing on Directive No. 34 of the Politburo and the Law on Economic restructuring. Create strong changes in the awareness and actions of Party committees at all levels, authorities, the Fatherland Front, socio-political organizations, cadres, party members and people; link economic restructuring with the implementation of 6 key tasks and 3 strategic breakthroughs; strongly promote the start-up movement, innovation, development of green economy, digital economy, circular economy; encourage the spirit of daring to think, daring to do, daring to take responsibility for the common good.

The Central Council for Emulation and Communism, the Fatherland Front, ministries, sectors, localities and organizations need to continue to launch and organize patriotic emulation movements with focus and key points, associated with solving the political tasks of their agencies, units and localities. Actively innovate the content, form and methods of organizing emulation and communism work; promote decentralization and delegation of power associated with resource allocation, promote the responsibility of leaders, improve the capacity of implementing officials; ensure substance, practicality, efficiency, and focus on the grassroots; strengthen inspection, supervision and control of power; avoid formalities, ostentation, avoid negativity, and take advantage of emulation and communism for personal purposes or group interests.

There are appropriate forms to encourage and motivate cadres, party members and people to actively participate in major campaigns of the Party, State, Vietnam Fatherland Front, key emulation movements nationwide; closely linked with Party building and rectification, improving the leadership capacity and fighting strength of party organizations and party members; actively studying and following Ho Chi Minh's ideology, morality and lifestyle; resolutely and persistently promoting the prevention and fight against corruption, negativity and waste; judicial reform, administrative reform; preserving and promoting national traditions and cultural identity; promoting foreign affairs and international integration.

Focus on doing a good job of commendation, ensuring timeliness, publicity, transparency and substance; innovate processes towards simplifying administrative procedures, enhancing the application of information technology and digital transformation; promptly detect, honor, commend and reward collectives and individuals with outstanding achievements. Focus on rewarding workers, scientists, officers and soldiers of the armed forces, teachers, doctors, etc. Pay attention to rewarding collectives and individuals at the grassroots level, in remote areas, border areas, islands, ethnic minority areas, typical women, and disadvantaged people with the will to be self-reliant and self-reliant. Proactively propose to reward businesses and entrepreneurs who promote production and business, do a good job of solving jobs, creating livelihoods for workers and people, and actively participate in charity and social security activities; Vietnamese groups and individuals abroad and international friends have made many contributions to the cause of building and defending the socialist Vietnamese Fatherland.

For the UDs, we must not be subjective or satisfied, always maintain our spirit and enthusiasm, continue to try, strive, constantly strive, and contribute more to the community, to society, to the Fatherland and to the people. They are truly shining examples for everyone to learn from, as beloved Uncle Ho taught: "Taking the example of good people and good deeds to educate each other every day is one of the best ways to build the Party, build revolutionary organizations, build new people, and a new life". This responsibility is placed on the shoulders of you and each of us, because to achieve success and honor is difficult, but to maintain the title and love is much more difficult. Each UD is a shining flower, exuding fragrance of spirit, morality, sense of responsibility, and dedication. I hope that that fragrance will spread throughout the community, spreading and inspiring good things.

Strengthening propaganda about patriotic emulation movements, emulation movements, new and creative models, using beauty to eliminate ugliness, using positivity to push back negativity, using good people and good deeds to educate, set examples, create spread and inspiration in the community and in our society. Each good deed, each noble gesture will contribute practically to building a good moral foundation, making the lives of each of us and our society better and happier.

Dear all comrades!

The 75th anniversary of Uncle Ho's call for patriotic emulation is an opportunity for us to express our respect and infinite gratitude to the great President Ho Chi Minh, the Hero of National Liberation, and the World Cultural Celebrity. The call for patriotic emulation and Ho Chi Minh's thoughts on patriotic emulation still retain their value today; they are a source of great encouragement and motivation; they continue to shine and guide our entire Party, people and army to continue to inherit and promote the tradition of patriotism, the will of self-reliance, self-strengthening, the strength of great national unity, strive to compete to successfully carry out the tasks set forth by the 13th National Party Congress, contributing to realizing the aspiration to develop a strong, prosperous country, and a prosperous and happy people.

I wish the emulation movement of the whole country to continue to develop and achieve more important and greater results!
