On the morning of June 21, Deputy Prime Minister Tran Hong Ha chaired a meeting to review and finalize the draft Decree regulating land prices.
According to the report at the meeting, the Ministry of Natural Resources and Environment proposed to remove the regulation on granting Land Valuation Certificates to reduce administrative procedures and compliance costs. At the same time, it clearly stipulates the conditions for individuals to practice land valuation consultancy, and the conditions for training and professional development facilities on land valuation.
The Ministry of Natural Resources and Environment is responsible for publicizing training and professional development facilities on land prices that have developed training and professional development plans on land prices; inspecting and checking compliance with regulations for training and professional development facilities on land prices; building and managing a database of lists of land price consultancy organizations and valuers; inspecting and monitoring compliance with the law on land price consultancy by land price consultancy organizations and valuers.
For individuals who are granted a valid Land Valuation Certificate and are not subject to revocation, they may continue to practice land valuation during the remaining term of the Land Valuation Certificate.
Individuals who have been granted a Certificate of completion of a training course on land valuation but have not been granted a Land Valuation Certificate but meet the requirements are allowed to practice land valuation consultancy.
This regulation ensures continuity, without interruption, congestion, or delay in land valuation work while waiting to comply with new requirements in the Decree.
Dr. Nguyen Tien Thoa, Chairman of the Vietnam Valuation Association, said that strict management regulations are needed to ensure the capacity and expertise of land valuation and consulting organizations; and to update knowledge for individuals practicing land valuation.
The Deputy Prime Minister noted that it is necessary to ensure full legal basis, procedures, records of training facilities, appraisers and land valuation and consulting organizations when registering with state management agencies, processing time and publication on the electronic information portal of the Ministry of Natural Resources and Environment.
Opinions at the meeting suggested that the Ministry of Natural Resources and Environment supplement the legal and practical basis, adjust the drafting techniques in the clause allowing early implementation of the surplus method in land valuation in the Decree to ensure strictness and clarity in order to promptly resolve problems and difficulties affecting the progress of land valuation of current real estate projects that are still pending in localities due to the lack of a solution, affecting the state budget revenue and the development of the real estate market.

Regarding the procedure and content of determining land prices using the surplus method, experts also agree with the plan of the Ministry of Natural Resources and Environment in calculating financial costs, investor profits, and other costs according to the provisions of the law on construction that directly contribute to the project's development revenue.
Representatives of the Bidding Department (Ministry of Planning and Investment) agreed with the regulations on organizing the implementation of land valuation to build land price lists according to the provisions of the law on bidding, assigning tasks in case a contractor cannot be selected.
The Ministry of Natural Resources and Environment has reviewed the consistency and consistency between the Decree regulating land prices and the decrees guiding the implementation of the Land Law drafted by the Ministry of Natural Resources and Environment. During the drafting process of each decree, a Report on the review of legal documents related to the draft was made in accordance with the provisions of the Law on Promulgation of Legal Documents.
At the same time, the Ministry of Natural Resources and Environment has reviewed all drafting techniques of the Decree to ensure consistency, synchronization, and feasibility in the implementation process.
Land plots on the outskirts of Hanoi are bustlingly being auctioned off
Nhat An Phu Joint Stock Auction Company announced the auction of the right to use 13 plots of land in Thung Lo Gach area, Bai Do village, Tri Thuy commune, Phu Xuyen district (Hanoi).
The plots of land range in area from 137 - 176 m2/plot with starting prices from 14.1 - 15.1 million VND/m2. The purpose of using the plots of land is rural residential land with long-term use.
The deadline for receiving applications is June 24. The auction is expected to take place on June 27 at the Phu Xuyen District Cultural Center.
In Ba Vi, according to information from the District Land Fund Development Center, it is expected that on June 20, the unit will auction 30 plots of land belonging to the technical infrastructure construction project, the land auction area for land use rights in Dong Bang village (Dong Thai commune).
The land plots are intended for rural residential use, with areas ranging from 116-349.7m2/plot. The form of land allocation is with land use fee collection through land use rights auction, with long-term use.
The lowest starting price for each plot of land is 4.58 billion VND/plot, the highest price is up to 16.19 billion VND/plot.
The total starting price of 30 plots of land is more than 214,622 billion VND, the deposit of each plot of land is equal to 20% of the total value of the plot of land calculated at the starting price.
Since the beginning of the year, auctions in Hanoi have continuously attracted the attention of investors, in contrast to the gloomy situation last year.
According to information from the People's Committee of Me Linh District (Hanoi), on June 7, the Me Linh District Land Fund Development Center coordinated with the National Auction Joint Stock Company to successfully organize an auction of 54 land plots in Tam Dong and Tien Thinh communes, collecting nearly 200 billion VND for the budget, a difference of more than 52 billion VND compared to the starting point.
Of which, point X1, Gan village, Van Loi hamlet, Tam Dong commune successfully auctioned 2/2 plots of land. The highest winning bid was 42.6 million VND/m2. The total winning bid for the above 2 plots of land was 12.5 billion VND, a difference of more than 3 billion VND compared to the starting price.
The auction site at Chu Tran village, Tien Thinh commune successfully auctioned 52/52 plots. The highest winning bid was 70.8 million VND/m2. The total winning bid for the 52 plots was 174 billion VND, a difference of more than 49 billion VND compared to the starting price.
On June 14, the Me Linh District Land Fund Development Center coordinated with Vietnam Auction Joint Stock Company to continue auctioning 30 land plots in Bach Da village, Kim Hoa commune.
Accordingly, the land plots have an area of 80-190 m2, starting price from 24.7-32.8 million VND/m2, located in a convenient location, about 1km from Kim Hoa Commune People's Committee, Kim Hoa Primary School, near Kim Hoa urban area...
30 plots of land were successfully auctioned with prices ranging from 29.3 to 43.7 million VND/m2. The total winning bid was over 100 billion VND, a difference of nearly 30 billion VND compared to the starting price.
