According to Neowin , even though it's stripped down, tiny11 2311 still brings all the new features introduced by Microsoft, including Copilot (requires downloading Microsoft Edge via widget since there's no built-in browser), native RAR support, redesigned volume slider, RGB controls in the Settings app.

Compared to the previous tiny11 release, version 2311 is 20% smaller, allowing users to reclaim more space on their system drives. Additionally, users can download and install cumulative updates to keep their computers secure and receive future improvements.
Creating a Windows installation that is twice as small as the original requires removing the component log, including Xbox-related features. However, according to the developers, downloading an Xbox title from the Microsoft Store will restore the removed gameplay features. Users can also add .NET 3.5 and additional languages if needed.
Users can download tiny11 2311 but will need to register with the Internet Archive first. More importantly, the operating system is not activated. Like the standard Windows 11 installation, it requires a genuine Windwos 10 or 11 activation key and cannot use an old Windows 7/8/8.1 key as Microsoft has banned this practice.
