Announcing 10 typical ICT events in 2023
On December 26, 2023, the Vietnam Information Technology Journalists Club (ICT Press Club) announced 10 typical ICT events in 2023.
10 typical ICT events were nominated and selected by more than 50 ICT journalists from 43 leading press agencies in Vietnam.

Launching ViGPT - "Vietnamese version of ChatGPT"
On the evening of December 27, VinBigdata officially launched ViGPT, the first "Vietnamese version of ChatGPT" for the community in Vietnam.
According to Professor Vu Ha Van, Director of Science at VinBigdata: The launch of a "Vietnamese version of ChatGPT" marks Vietnam's ability to master technology.
Even more, through mastering technology, we can autonomously exploit and protect national data security, along with a knowledge system and ideology that bears Vietnamese identity.
There will be 3 versions of ViGPT brought to end users, of which the community version possesses a large amount of knowledge, with the ability to create content, search, synthesize, extract information, and answer common questions.
The next version will be dedicated to the scientific community with its own specific knowledge.
The enterprise version is integrated into the VinBase 2.0 artificial intelligence platform, which will contribute to changing operating habits and improving business efficiency, marketing, customer service, and risk management.
Vietnam has the fastest growing digital economy in Southeast Asia
On the afternoon of December 28, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired the 7th meeting of the Committee to summarize activities in 2023 and set out key directions and tasks in 2024.
According to information at the meeting of the National Committee on Digital Transformation, Vietnam's digital economic growth rate is the fastest in Southeast Asia for two consecutive years 2022 and 2023.
The Prime Minister assessed that in 2023, national digital transformation will be promoted in a comprehensive and all-people direction, with practical results, positively contributing to the country's socio-economic development.
National Digital Data Year 2023 has created basic foundations for data creation and sharing in state agencies, laying the foundation for the development of all three pillars (Digital Government, Digital Economy, Digital Society).
Vietnam is the country with the fastest digital economic growth rate in Southeast Asia for two consecutive years (2022, 2023); e-commerce increased by 11%, digital tourism economy increased by 82%, digital payment increased by 19% (according to Google, Temasek). According to estimates of the Ministry of Information and Communications, the digital economy in 2023 contributed about 16.5% of GDP.
Vietnam's digital economic growth rate is about 20% per year, 3 times higher than the GDP growth rate. In 2023, Vietnam had more than 1,500 Vietnamese digital technology enterprises with revenue from foreign markets, an increase of more than 7% compared to 2022. By the end of 2023, ministries and branches had cut and simplified nearly 2,500 business regulations, simplifying 528/1,086 administrative procedures.
Announcing the 5G spectrum auction plan
Regarding Vietnam's 5G frequency auction plan at the seminar on "Commercializing 5G, building digital infrastructure for Vietnam" organized by the Vietnam IT Journalists Club on December 26 in Hanoi, Ms. Vu Thu Hien, Head of the Frequency Policy and Planning Department, Radio Frequency Department (Ministry of Information and Communications) affirmed: Currently, the legal regulations for implementing 5G frequency auctions are complete and perfect.
The Ministry of Information and Communications plans to pre-auction mid-range spectrum for 5G and is currently being implemented by the Radio Frequency Department.
“It is expected that in January 2024, the Ministry of Information and Communications will announce the plan to organize the frequency auction so that businesses can grasp and participate. Hopefully, the auction will be successful and end in late February, early March 2024,” Ms. Vu Thu Hien added.
Also according to the representative of the Radio Frequency Department, after completing the auction of the mid-range frequency band, the Ministry of Information and Communications will assess market demand to continue auctioning other frequency bands.
The current plan has identified other frequency bands for 5G, such as the low frequency band 700MHZ or the high frequency band 26GHZ, which will be future frequency bands that Vietnam will consider licensing for 5G.
