Quynh Phu: Speed up site clearance for residential area project

Thanks to good propaganda and mobilization work, with the determination to create resources to invest in basic construction works for the locality, the site clearance work for residential projects in Quynh Phu district has received high consensus from the people, thereby helping many projects to be implemented soon.

The project to build infrastructure for the residential area of Quynh Ngoc commune (Quynh Phu) has a total area to be recovered of 11.2 hectares, and has basically completed the site clearance work.

Create consensus among the people

In recent times, the site clearance work has been actively implemented by Quynh Phu district to create land funds to implement projects in residential areas in the area. The Center for Land Fund Development and Industrial Cluster of Quynh Phu district always accompanies localities to improve efficiency and speed up the site clearance progress.

Mr. Nguyen Ngoc Nhuong, Director of the Center shared: Land acquisition is a difficult task, directly related to the interests of the people as well as the progress of project implementation. Therefore, when implementing the land acquisition work, the Center actively coordinates with localities to promote propaganda, mobilization, regularly meet, encourage and explain to people the importance of the projects, thereby helping people understand and agree.

Thanks to good site clearance work, many roads in residential areas of Quynh Phu district have been expanded, traffic is convenient, promoting local socio-economic development.

The Quynh Ngoc residential area infrastructure construction project has a total area of 11.2 hectares, reclaiming agricultural land from 168 households, concentrated in Quynh Lang village. After being permitted by competent authorities to change the land use purpose, Quynh Phu district has directed specialized departments and offices to strictly implement the procedures and regulations of the law on land acquisition and clearance. At the same time, promoting propaganda about the significance of this project, so local people are very excited and agree to land acquisition and clearance to implement the project.

Mr. Pham Van Tap, Party Secretary, Chairman of the People's Council of Quynh Ngoc Commune, said: With the determination to soon turn the commune into a type V urban area, the Party Executive Committee of the commune has issued a specialized resolution, established a steering committee for propaganda and mobilization, organized propaganda at conferences, and promoted the role of the propaganda team in villages and hamlets to help people understand and join hands in implementation. Therefore, in a short time, 164/168 households signed the land handover documents and received compensation of over 13 billion VND, and proactively handed over the site to the investor.

Mr. Vu Dinh Tan, Quynh Lang village, Quynh Ngoc commune shared: For me, land is a national asset. Now the locality has a project to reclaim land, through propaganda I understand the importance of the project contributing to changing the face of my hometown, so my family is willing to hand over ^1,100m2 and many perennial crops so that the project can be implemented soon.

Open and transparent

Quynh Phu district is currently implementing land acquisition and clearance for 3 residential infrastructure projects: Hai Van Luong, Quynh Hai commune; Dong Phuc, An Le commune; residential infrastructure in Quynh Ngoc commune. Currently, the land acquisition and clearance work has received high consensus and support from the people because the projects are implemented openly, transparently, and in accordance with regulations.

The Dong Phuc residential area infrastructure project in An Le commune has a total land acquisition area of 9.1 hectares, mainly agricultural land of 87 households. In October 2023, the District People's Committee issued a decision approving the project investment. Up to now, the site clearance work has been carried out by the District Land Fund Development Center and Industrial Cluster in coordination with the locality in accordance with the process.

Mr. Duong Van Truong, Party Secretary, Chairman of the People's Council of An Le commune affirmed: When there is a decision to invest in a project in the locality, the District Land Fund Development Center and Industrial Cluster and the locality will follow the correct procedures, from issuing land recovery notices, inventorying assets on the land, making compensation plans, collecting people's opinions... On January 10, 2024, the District Land Fund Development Center and Industrial Cluster, the District Construction Investment Project Management Board coordinated with the locality to organize a conference to introduce and deploy the project's site clearance work. Households whose land is recovered are provided with basic information about the project, land compensation prices, assets on the land and support policies... according to regulations. All recommendations and questions from households are promptly and satisfactorily answered by the district's professional units, creating trust among the people.

Mr. Pham Van Hai, Dong Phuc village, An Le commune shared: My family has more than ^1,870m2 of agricultural land in the project. When hearing the district units inform about the importance of the project contributing to promoting local economic development, my family agreed to sign the land handover application and receive compensation according to regulations.

As of January 10, 2024, in the 3 residential infrastructure projects that are implementing site clearance work, in addition to the Dong Phuc residential infrastructure, An Le commune, people are completing the land handover documents, Hai Van Luong residential infrastructure, Quynh Hai commune has 89/131 families, Quynh Ngoc residential infrastructure has 164/168 families signing the land handover documents.

Mr. Nguyen Ngoc Nhuong, Director of the District Land Fund and Industrial Cluster Development Center, added: For households that have not signed the land handover documents, in the coming time, we will continue to propagate, mobilize, discuss, and explain the regimes and policies of the Party and the State for households to comply. At the same time, we request that localities continue to review and confirm the origin of land use and the living status of affected households on the basis of ensuring legal rights, creating consensus from the people, contributing to speeding up the site clearance work, ensuring the progress of project implementation according to the set plan.
