On the afternoon of October 7, Comrade Pham Minh Chinh, Politburo member and Prime Minister chaired an online conference with 28 coastal provinces and cities on promoting solutions to combat illegal, unreported and unregulated fishing (IUU fishing), preparing to welcome and work with the 4th inspection delegation of the European Commission (EC).

Comrades: Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee attended the conference at Thai Binh bridge.

Attending the conference were comrade Tran Luu Quang, member of the Party Central Committee, Deputy Prime Minister, Head of the National Steering Committee on combating IUU fishing; leaders of a number of ministries and branches.

After 3 inspections by the EC, the results of Vietnam's implementation of the fight against IUU fishing have changed, but there are still tasks that are slow to be completed according to the direction of the Prime Minister. It is expected that the EC inspection team will visit Vietnam for the 4th inspection in October 2023 to consider the possibility of removing the IUU "yellow card". The EC inspection team will focus on controlling fishing vessels violating foreign waters, controlling fishing vessels entering and leaving ports and operating at sea, controlling imported raw materials and tracing the origin of aquatic products from exploitation. In the scenario of welcoming and working with the EC inspection team, the Ministry of Agriculture and Rural Development has set the following goals: Continue to affirm Vietnam's strong commitment to combating IUU fishing, moving towards harmonizing international regulations and sustainable development of Vietnam's fisheries industry; create trust and mutual understanding of the current situation, efforts and determination of Vietnam in combating IUU fishing as well as in the transition from private fishing to responsible and sustainable fishing through the implementation of the 2017 Fisheries Law...

At the conference, delegates focused on comprehensively reviewing the implementation of solutions to combat IUU fishing in Vietnam; analyzing results, limitations; lessons learned; proposing tasks and solutions to end IUU fishing.

Speaking at the conference, Prime Minister Pham Minh Chinh requested relevant departments, ministries, branches and localities to urgently complete the work of overcoming existing shortcomings and limitations; prepare the content and the best conditions to welcome and work with the 4th EC inspection delegation. Absolutely do not be negligent, subjective, do not condone, resolutely strictly handle organizations and individuals who, for their own benefit, deliberately commit illegal acts that affect the national interests, the nation, and the image of the country in the international arena.

The Prime Minister requested the Ministry of Agriculture and Rural Development to continue organizing working groups to inspect, urge and guide localities to effectively carry out tasks against IUU fishing; coordinate with localities to welcome and work with the EC inspection delegation to achieve the best results. The Ministry of National Defense continues to implement strong measures, resolutely preventing the recurrence of Vietnamese fishing vessels and fishermen violating IUU fishing in foreign waters. The Ministry of Information and Communications shall preside over and coordinate with relevant ministries, branches and localities to orient information and propaganda, and direct press agencies to strengthen propaganda about Vietnam's efforts to prevent and combat IUU fishing. Localities focus on leading and directing the proper implementation of legal regulations in the management of fishing vessels, registration, inspection, granting of fishing licenses, tracing the origin of aquatic products and enforcing the law, and handling violations; Develop detailed plans, programs, and content for welcoming and working with the 4th EC inspection delegation to ensure the best results with a humble, open-minded, and listening spirit. In the long term, localities need to re-plan the fishing and aquaculture industries so that people can have stable and sustainable livelihoods.
