Completed and exceeded 25/28 main targets
The report on the socio-economic situation in 2023 and the socio-economic development plan for 2024 presented by Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee at the opening session of the 17th Session of the 18th Provincial People's Council said: In 2023, with the leadership and direction of the Party Committee and government, the synchronous participation of the entire political system, the unanimous support and efforts of the people and businesses; the socio-economic situation of Nghe An province has had very positive changes; 25/28 main targets set were completed and exceeded.

Specifically, the growth rate of the province's gross regional domestic product (GRDP) in 2023 is estimated at 7.14%; of which, the agriculture, forestry and fishery sector is estimated to increase by 4.54%; the industry and construction sector is estimated to increase by 6.8%; the service sector is estimated to increase by 8.7%; and product taxes minus product subsidies are estimated to increase by 6.65%.
In 2023, estimated economic growth rate, Nghe An ranked 26th nationwide and 3rd in the North Central region, economic scale ranked 10th out of 63 provinces and cities nationwide.
Agricultural, forestry and fishery production continued to maintain stable growth. Total grain output was estimated at over 1.2 million tons.

The new rural development program continues to receive attention and direction. It is expected that by the end of 2023, the whole province will have 319/411 communes meeting new rural standards, accounting for 77.62% of the total number of communes (average number of criteria is 17 criteria/commune); 88 communes meeting advanced new rural standards, 12 communes meeting model new rural standards; 10 district-level units will complete their tasks and meet new rural standards.
Industrial production index is estimated to increase by 9.5%; Total retail sales of goods are estimated at 90,000 billion VND, up 3.87%; in particular, total export turnover is estimated at 2.88 billion USD, up 13.52% compared to 2022 (the third year Nghe An province has exceeded the target of the Provincial Party Congress Resolution).
State budget revenue in 2023 is estimated at VND 17,771 billion, reaching 12.07% of the estimate (of which domestic revenue is estimated at VND 16,600 billion, revenue from import and export activities is estimated at VND 1,150 billion).
Key projects in the area are focused on accelerating progress (such as: North-South Expressway Project, coastal road, Vinh-Cua Lo connecting road, connecting road from National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky), etc.).
The work of directing, operating, urging to accelerate the implementation and disbursement of the public investment plan, 3 national target programs, and the socio-economic recovery and development program has been carried out drastically from the beginning of the year. It is expected that by the end of 2023, the total disbursed public investment capital will reach 95.11% of the plan.
Top 10 in FDI attraction
Investment attraction has achieved very positive results: As of November 20, 2023, the total newly granted and increased investment capital was over VND 46,000 billion, 1.38 times higher than the set target (the target for 2023 is to attract investment capital of VND 32,000-35,000 billion); the number of newly granted projects increased by 13%, the total newly registered capital was 1.4 times higher than the same period in 2022.
In particular, in 2023, Nghe An province will continue to be in the top 10 localities attracting the largest FDI in the country. Up to now, it has attracted 1.42 billion USD, and it is expected that by the end of 2023, Nghe An province will attract 1.47 billion USD.

The fields of education, health, labor, employment, culture, sports and social security work continue to receive attention and direction and achieve positive results.
In particular, focus on effectively implementing the Program to mobilize and support the construction and repair of houses for the poor and people with housing difficulties (as of October 31, 2023, the whole province has supported the construction and repair of 5,322 houses, nearly reaching the target of 5,500 houses for 2023). The province has successfully organized many commemorative activities, cultural and sports events, etc.
At the same time, the province has focused on directing the implementation of key, strategic tasks such as: Completing the summary of Resolution No. 26-NQ/TW and the Politburo issued Resolution No. 39-NQ/TU dated July 18, 2023 on the construction and development of Nghe An province to 2030, with a vision to 2045 (the Government issued Resolution No. 162/NQ-CP dated October 4, 2023 promulgating the Action Program to implement Resolution No. 39-NQ/TW. The Provincial Party Committee issued Action Program No. 68-CTr/TU dated November 15, 2023 to implement Resolution No. 39-NQ/TW); The Provincial People's Committee will soon issue an action plan to implement Resolution 39-NQ/TW. The provincial planning for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister. These are important political and legal foundations to continue creating momentum for the development of Nghe An province in the coming period.

Administrative reform and State management work continued to receive strong attention and direction and had positive changes. The Provincial Party Committee Standing Committee established the Provincial Administrative Reform Steering Committee headed by the Provincial Party Secretary; selected 7 units to focus on directing administrative reform work. Some indicators reflected that administrative reform and competitiveness had improved quite positively.
National defense and security continue to be firmly consolidated, social order and safety are ensured. Foreign affairs are proactively, synchronously, effectively and comprehensively deployed (in 2023, foreign affairs activities will take place vigorously, achieving many positive results). Inspection, public reception, complaint and denunciation settlement, and anti-corruption work are directed and implemented with attention.
In addition to the achieved results, there are still many difficulties and shortcomings that the province needs to focus on solving in the coming time, including: There are 3/28 expected targets that are difficult to achieve: GRDP growth rate, total social investment capital, urbanization rate. Production and business activities face many difficulties. Although the State budget revenue exceeds the estimate by 12.07%, it is lower than the implementation in 2022 (only 79.02% compared to the implementation in 2022). State management in some areas is still inadequate, especially land, minerals, environment, etc.
Strive for the best results
Vice Chairman of the Provincial People's Committee Bui Thanh An said: In the 2024 plan, Nghe An province has set out 28 main targets in the fields of economy, society and environment. In which: The growth rate of the total product in the province (GRDP) reaches 9-10%, the budget revenue is 15,903 billion VND; total export turnover is 3 billion USD; GRDP per capita is 62-63 million VND; total social investment capital is 106,000 billion VND; urbanization rate is 33%; the poverty rate is reduced by 1.0-1.5%; the rate of schools meeting national standards is 78%; creating new jobs for 47,000 workers; the rate of trained workers is 70.1%; the rate of people participating in health insurance is 94%; 7 more communes have met new rural standards, 25 communes have met advanced new rural standards, 6 communes have met model new rural standards;...
To achieve the set goals, the Provincial People's Committee focuses on 10 key groups of tasks and solutions:
Firstly, continue to effectively implement the tasks and solutions to implement the Resolutions of the 19th Provincial Party Congress and the 13th National Party Congress; Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo; Resolution No. 36/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for socio-economic development of Nghe An province. In particular, it is necessary to focus on a number of key contents such as:
Complete the development of specific mechanisms and policies to specify the implementation of Resolution No. 39-NQ/TW before June 2024; Effectively organize the implementation of the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050 in the province;
Submit to competent authorities for approval the Project to expand the administrative boundaries and urban space of Vinh city; Project to arrange commune-level administrative units for the period 2023-2025; Project to adjust and expand the Southeast Economic Zone and rename it Nghe An Economic Zone,... according to the set roadmap and plan.
Second, focus on mobilizing all resources to effectively organize and implement the identified key and focal contents such as: Construction of Vinh International Airport, Cua Lo Deep-water Port, expressways, coastal roads, Quynh Lap LNG Project, etc.
Proactively and effectively implement solutions to promote disbursement of public investment capital right from the beginning of the year, especially site clearance to implement investment projects; speed up the implementation of 3 National Target Programs in the province.
Focus on directing the implementation of procedures to resolve compensation for site clearance of National Highway 1A expansion projects (the National Assembly agreed to add 1,275 billion VND), ensuring no complaints arise. Strengthen effective management of State budget revenue and expenditure.
Third, focus on removing difficulties and obstacles for production and business activities; synchronously implement solutions to support and promote growth in industries and fields associated with economic restructuring.
Fourth, continue to carry out diversified investment promotion activities in many ways, with focus and key points. Promote strong improvement of the investment and business environment; thoroughly grasp the viewpoint of accompanying, facilitating, proactively removing difficulties and obstacles of investors in the process of investment research, project implementation and throughout the process of investment and business activities in the province.
Continue to strengthen State management of suspended projects, slow-progress projects and projects using land for improper purposes in the province.

Fifth, perform well the cultural and social tasks, take care of people's lives, ensure harmonious connection between economic and social development. Proactively develop effective response plans to possible epidemics; improve the quality of health care for the people. Continue to focus on effectively implementing the Program to mobilize and support the construction and repair of houses for the poor and people with housing difficulties in the period of 2023-2025...
Sixth, effectively and sustainably manage, exploit and use natural resources; protect the living environment; proactively and effectively respond to climate change, prevent, combat and mitigate natural disasters; effectively carry out land management, etc.
Seventh, improve the effectiveness and efficiency of State management, administrative reform, focusing on administrative procedure reform. Tighten discipline; improve the sense of responsibility, quality and efficiency of work of cadres and civil servants; continue to review and rearrange the organizational apparatus, streamline the payroll and improve the quality of cadres, civil servants and public employees. Implement the project on the arrangement of commune-level administrative units on schedule.
Eighth, firmly ensure national defense, security, order and social safety; effectively carry out inspection work, receive citizens, and resolve complaints and denunciations right at the grassroots level, and prevent "hot spots" from occurring. Highly concentrate on responding to all situations occurring in the province, and absolutely avoid being passive or surprised.
Ninth, effectively implement the 2024 Foreign Affairs Program. Strengthen links with localities; continue to effectively and in-depth implement cooperation agreements signed with domestic localities, and continue to research and expand cooperative relations with other partners and localities.
Tenth, promote information and communication work, improve the effectiveness of mass mobilization work, receive policy criticism to create high consensus and promote the strength of the whole society, contributing to the successful implementation of the set socio-economic development goals and tasks.
