On the morning of April 24, the National Traffic Safety Committee (NTSC) held a national online conference to review the work of ensuring traffic order and safety (TTATGT) in the first quarter and the direction and tasks for the second quarter of 2024. In the first quarter of 2024, with the drastic direction of the Government and the Prime Minister, and the active participation of ministries, branches and localities, the traffic safety situation in the first quarter of 2024 was basically guaranteed.

However, according to the report of the Ministry of Public Security and the Vietnam Maritime Administration, from December 15, 2023 to March 14, 2024, there were 6,550 traffic accidents nationwide, killing 2,723 people and injuring 5,246 people. Compared to the same period in 2023, there was an increase of 1,194 cases (+22.3%), a decrease of 484 deaths (-15.1%), and an increase of 1,847 injuries (+54.3%).

Some localities have also had some particularly serious traffic accidents, killing and injuring many people, causing public outrage. Violations of road and railway safety corridors have not been handled promptly. The situation of gathering, driving in groups, and signs of illegal racing still occurs in some provinces and cities.

There are still cases of trucks not strictly following regulations on loading goods onto vehicles, causing goods to fall onto the road, causing traffic safety problems. Traffic congestion continues on major highways and national highways, especially at the gateways to and from major cities.

In Thanh Hoa, in the first quarter of 2024, departments, branches, socio-political organizations, unions and localities have actively and drastically implemented synchronous solutions to ensure traffic order and safety according to the directions of the Government, the National Traffic Safety Committee and the Provincial People's Committee. The police, traffic and transport sectors and localities have launched campaigns to ensure traffic order and safety in 2024 with the goal of curbing and minimizing traffic accidents right from the beginning of the year. Propaganda work on traffic order and safety laws has been widely deployed; especially the organization of propaganda and guidance on safe traffic participation skills in schools; propaganda "If you drink alcohol, beer - do not drive" at restaurants in the province to contribute to ensuring traffic order and safety.

Attention has been paid to investment and repair of traffic infrastructure; urban traffic routes have been organized and divided reasonably; patrolling, controlling and handling of violations have been strengthened; especially checking and handling of violations of alcohol concentration, handling of violations of vehicles carrying oversized and overloaded goods and violations that are the main causes of traffic accidents. The work of ensuring railway and waterway traffic has been focused on; the responsibility of public servants and people's awareness of obeying traffic laws have been raised.

However, in the first quarter of 2024, there were 267 traffic accidents and collisions in the province, killing 97 people and injuring 257 people; compared to the same period in 2023, there was an increase of 28 cases (up 11.7%), a decrease of 34 deaths (down 26%), an increase of 68 injuries (up 35.9%). The causes of traffic accidents were speeding, lack of attention, driving on the wrong side of the road; motorcyclists not wearing helmets, driving after consuming alcohol, beer, etc.

At the conference, delegates at the connecting points focused on discussing and clarifying the results achieved in the first 3 months of the year and proposed solutions to continue reducing traffic accidents on all three criteria in the coming time.

Concluding the conference, Minister of Transport, Permanent Vice Chairman of the National Traffic Safety Committee Nguyen Van Thang emphasized: In order to achieve the goal set by the Party, the National Assembly and the Government in 2024, which is to continue to control and reduce traffic accidents on all three criteria of number of cases, number of deaths and number of injuries compared to 2023, in the second quarter of 2024, ministries, branches and localities, based on their functions and tasks, need to continue to resolutely implement the assigned tasks.

The Minister of Transport, Permanent Vice Chairman of the National Traffic Safety Committee requested ministries, branches, localities and relevant agencies and organizations to organize in-depth working sessions on outstanding issues in ensuring traffic safety, on that basis, advise, recommend and propose solutions suitable to the new situation.

The Traffic Safety Committees of provinces and cities advise the Provincial People's Committee to continue implementing the 2024 Traffic Safety Plan in the locality, summarize the work of ensuring traffic safety in the first quarter and orient tasks in the second quarter of 2024; implement the Prime Minister's telegram directing on ensuring traffic safety during the April 30 - May 1 holiday and the 2024 Summer Tourism peak. Localities coordinate with the Ministry of Transport to invest in building rest stops on the North-South Expressway.

Localities prioritize the use of road maintenance funds to fix “black spots” and potential traffic accident spots on the road system managed by the locality. Continue to strengthen patrols, control and handle violations of traffic safety and order according to the direction of the Ministry of Public Security, the Traffic Police Department, and the local traffic safety plan for 2024.

For localities with increased traffic accidents in the first quarter of 2024, there will be in-depth reports, specific assessments of causes and effective solutions to overcome and reduce traffic accidents in the second quarter and the whole year of 2024.

Speaking after the conference, Vice Chairman of the Provincial People's Committee Mai Xuan Liem emphasized that during the upcoming April 30 - May 1 holiday, there will be a lot of traffic, so relevant sectors must develop plans to regulate traffic and avoid congestion. The Provincial Traffic Safety Committee Office has established inspection teams for localities on plans to ensure waterway traffic safety during the rainy and stormy season.

The Department of Transport continues to review and fix "black spots" that pose potential risks of traffic accidents. The Office of the Provincial Traffic Safety Committee advises the Provincial People's Committee on implementing inspections of motor vehicle driver testing according to new regulations.

The provincial police continue to carry out special tasks, especially strictly handling violations of regulations on alcohol concentration when participating in traffic, without exception. The police and education sectors continue to coordinate to strengthen propaganda, dissemination and education of traffic safety laws in educational institutions. Strengthen propaganda on traffic safety for school-age children. The transport sector strengthens the control of passenger cars and worker transport vehicles in industrial parks.
