Regulations on fees for appraisal and issuance of certificates of registration for multi-level sales activities
The Ministry of Finance has just issued Circular No. 09/2024/TT-BTC regulating the collection rates, collection, payment, management and use of fees for appraisal of issuance of multi-level marketing registration certificates. The Circular takes effect from March 21, 2024.

According to the Circular, the fee for appraisal and issuance of multi-level sales registration certificate is as follows: For new issuance or renewal of multi-level sales registration certificate: VND 5,000,000/01 appraisal.
For cases of amending and supplementing the multi-level sales registration certificate: VND 3,000,000/01 appraisal.
Organizations collecting fees according to the provisions of this Circular, including: Ministry of Industry and Trade or the state agency under the Ministry of Industry and Trade assigned to conduct appraisal of dossiers to grant certificates of registration for multi-level sales activities according to the provisions of law.
The fee collection organization is allowed to retain 90% of the collected fee amount to spend on appraisal and fee collection activities according to the provisions of Clause 4, Article 1 of Decree No. 82/2023/ND-CP of the Government amending and supplementing a number of articles of Decree No. 120/2016/ND-CP dated August 23, 2016 of the Government detailing and guiding the implementation of a number of articles of the Law on Fees and Charges; and pay 10% of the collected fee amount to the state budget.
In case the fee collection organization is a state agency that is not eligible for operating expenses from fee collection sources as prescribed in Clause 3, Article 1 of Decree No. 82/2023/ND-CP, the entire amount of collected fees shall be paid to the state budget. The source of expenses for appraisal and fee collection activities shall be allocated by the state budget in the estimate of the fee collection organization according to the state budget expenditure regime and norms as prescribed by law.
