New regulations regarding exemption from foreign language exams in high school exams

In Ho Chi Minh City, there are about 700 candidates who were granted IELTS certificates between September 10, 2022 and November 11, 2022 with enough scores to be exempted from the foreign language exam.

Previously, the Ho Chi Minh City Department of Education and Training required schools to verify candidates' foreign language certificates according to the instructions of the Department of Quality Management in Official Dispatch No. 889 dated June 9, checking the validity of the certificates until at least June 27, 2023.

This makes 700 students extremely worried when IELTS certificates issued between September 10, 2022 and November 11, 2022 are not accepted for score conversion.

Regarding foreign language certificates, especially IELTS English certificates issued between September 10 and November 11, 2022, there have been many controversies in recognition.

This started when the Ministry of Education and Training issued Circular 11 regulating the joint organization of foreign language proficiency certification exams in Vietnam.

The Ministry requires that the organization of foreign language proficiency certification exams must cooperate between the Vietnamese testing organization and the foreign language proficiency assessment organization through a written agreement or cooperation contract.

The Department of Quality Management is responsible for receiving documents and submitting them to the Ministry for approval, publicly announcing and updating the list of approved facilities. The Circular takes effect from September 10, 2022. Because of this, at that time, many centers and organizations announced the suspension of foreign language certification exams such as IELTS...

On November 11, 2022, the Ministry of Education and Training will re-license foreign language testing for units, which makes students worry that certificates issued during this time will not be recognized.

Regarding this incident, at 4:00 p.m. today, the Ministry of Education and Training sent a message to the Departments of Education and Training nationwide. The Department of Quality Management (Ministry of Education and Training) requested that units pay attention to implementing the content: Maintain the exemption from the Foreign Language exam in the recognition of high school graduation in 2023 for candidates who have used a foreign language certificate that is valid until at least June 27, 2023 as prescribed to register for exemption from the exam.

The Ministry of Education and Training stipulates that for the Foreign Language exam, candidates can choose to take one of the following 7 languages: English, Russian, French, Chinese, German, Japanese and Korean.

Candidates can register to take a foreign language exam other than the foreign language they are studying at high school; candidates who are continuing education students can register to take a foreign language exam to get the results for university and college admission.

Candidates exempted from the Foreign Language exam in the consideration of high school graduation recognition: Members of the national team participating in the International Olympic competition in Foreign Languages ​​according to the Decision of the Minister of Education and Training.
