Speaking to Tuoi Tre after the 2025 admissions and career counseling festival held at the University of Technology, Ho Chi Minh City National University on the morning of March 2, Ms. Nguyen Thu Thuy said that university admission regulations will soon be issued in the next few days.
All technical adjustments in this year's admission regulations will contribute to increasing fairness, transparency as well as increasing the chances of admission for candidates.
Opportunities and advantages for all candidates
"First of all, it must be affirmed that the new points in the 2025 regulations will be good, an opportunity and an advantage for all candidates when they register together on a common admission support system of the Ministry of Education and Training, including university and college admissions. Thus, candidates will save time, effort and have the best chance of being admitted.
Second, if universities use candidates' high school results for admission, they must use the results of the entire 12th grade. In addition, this year there will be no early admission. This new point of the regulation aims to have a positive impact on candidates' learning process at the high school level," Ms. Thuy affirmed.

According to Ms. Thuy, another new point in the regulations will stipulate that schools are allowed to convert the results of international foreign language certificates into foreign language subject scores for admission consideration. These foreign language certificates have been specified in the appendix of this year's high school graduation exam regulations.
The regulations also no longer require each major and program to have a maximum of four subject combinations for admission, because this year there is a change in the number of subjects for the high school graduation exam. Expanding the admission combinations will help candidates have more chances of being admitted.
However, from 2026, the Ministry of Education and Training will stipulate that common subjects between admission groups account for at least 50% of the admission score.
Converting points is the job of universities.
According to Ms. Thuy, another point that training institutions need to pay attention to is the new regulation on the equivalent conversion of admission scores of admission methods and admission combinations for the same major and training program.
This is to ensure fairness among candidates so that regardless of the method or combination, when they apply to that major, the school must rank the candidates from high to low to recruit the best students, without needing to allocate quotas for each method.
In response to concerns from many candidates, parents and schools about converting admission scores, Ms. Thuy said that converting scores is the job of universities. By analyzing the score distribution and admission results of previous years, after receiving the high school graduation exam results, schools will evaluate the correlation between methods and can come up with different coefficients to convert equivalent admission scores from one method to another.
"Of course, the coefficients are different for different majors. Because one major requires natural science subjects to have a higher weight, while other majors require social science subjects.
With the advancement of science and technology and investment in infrastructure, over the years the general admission support system of the Ministry of Education and Training has been upgraded to be able to handle large amounts of data.
In addition, the industry database is also continuously updated, with full results from study, high school graduation exam scores, results of individual school exams... At the same time, the system can process all candidate data to consider admission for those who are admitted to their best wishes," Ms. Thuy affirmed.

Answering many questions from candidates and parents about the subject combinations for university entrance exams this year, Dr. Pham Tan Ha - Vice Principal of the University of Social Sciences and Humanities (Ho Chi Minh City National University) - said that currently all schools are considering a wide variety of subject combinations, not just the traditional combinations of the past (such as A00, B00, C00, D01...).
There are majors that consider admission to block C, which combines many different subjects: C01 (literature, math, physics); C02 (literature, math, chemistry); C03 (literature, math, history), C14 (math, literature, economic education and law)...
In particular, C08 is an exam block expanded from the traditional C block and combined with B00 block. Specifically, this exam block will include a combination of three subjects: literature, chemistry, and biology. This is an ideal subject combination for candidates who are good at studying both natural sciences and social sciences.
"With the current admission method, candidates interested in any major need to carefully study the subject combinations and admission methods announced by the schools to calculate flexible combinations between subjects, not just traditional combinations.
Besides, currently many schools are recruiting by considering the ability assessment test scores, students should take this exam to be able to register for admission to their favorite majors," Mr. Ha advised.
Urgency, timeliness
The festival takes place in the context that 12th grade students nationwide are about to take the high school graduation exam and then the university and college entrance exam in 2025.
In particular, this year's high school graduation exam has many changes compared to previous years in both method and content of the exam to match the goals of the 2018 General Education Program.
This year's university admissions will also have many changes compared to previous years. Currently, the Ministry of Education and Training is completing the final steps to prepare to announce the university admission regulations for 2025.
In that context, the festival proves to be urgent, timely and meaningful, contributing to answering questions and concerns of parents and students about the high school graduation exam and university and college admissions. At the same time, the festival will also provide students and parents with useful information about choosing a major and choosing a school before this year's admissions season.
