Quang Tri considers proposal to invest in 200 billion VND commercial housing project
On August 13, the Department of Planning and Investment of Quang Tri province said that the Party Committee of the Provincial People's Committee has just reported to the Standing Committee of the Provincial Party Committee on asking for opinions on the investment policy of the Commercial Housing project in the Bac Song Hieu Urban Area.

The project is located in Dong Thanh ward, Dong Ha city, Quang Tri province (including land lots marked ODT1, ODT2, ODT9, ODT10 and part of land lot ODT8 under the 1/500 detailed planning of Bac Song Hieu Urban Area - phase 1).
According to the proposal, the land use area of the project is 19,388 m2. Of which, the construction land area is 12,270 m2; including 2,986 m2 townhouses; 3,867 m2 single villas; 5,417 m2 semi-detached villas.
Products in the project include 24 townhouses (frontage row of Nguyen Van Linh street); 21 detached villas (in rows with plots of land 16 m wide); 34 semi-detached villas (remaining plots of land).
The total investment capital of the project is 200 billion VND, not including land use fees and land rent as prescribed. The project has the form of selecting investors according to the land use rights auction plan as prescribed by the land law.
Regarding progress, it is expected that by the first quarter of 2025, the project will complete the procedures for approving the investment policy and selecting investors, land, environmental, construction, fire prevention and fighting procedures and other related procedures to start construction of the works. By the second quarter of 2025 - second quarter of 2026, construction, acceptance, completion and putting into operation.
According to the Department of Natural Resources and Environment of Quang Tri, the land area implementing the project in Dong Thanh ward, Dong Ha city has completed compensation and site clearance work and completed investment in infrastructure construction.
According to the appraisal of the Quang Tri Department of Construction, this project is not a case where the investor is required to reserve land for the development of social housing in the project area. However, the investor is obliged to pay land use fees for the entire land area of the project according to the provisions of the land law. At the same time, after the project is completed, the investor commits to hand over all technical infrastructure connecting outside the project (if any) and inside the project (except for infrastructure within the fence of each plot of land handed over to home buyers) to the People's Committee of Dong Ha City for management.
For its part, the Quang Tri Provincial Tax Department assessed that the investment project of Commercial Housing in the North Hieu River Urban Area in Dong Thanh Ward, Dong Ha City, Quang Tri Province is entitled to preferential policies of exemption from land rent and water surface rent during the basic construction period according to the project approved by competent authorities, but not exceeding 3 years from the date of the decision to lease land and water surface.
According to the Department of Planning and Investment of Quang Tri, this project covers an area of 1.9388 hectares in Dong Ha city and has a total capital of 200 billion VND, so it must be reported to the Standing Committee of the Provincial Party Committee for approval before considering the investment policy decision. After synthesizing the appraisal opinions from relevant departments, branches and localities, the Department of Planning and Investment of Quang Tri has proposed the Provincial People's Committee to advise the Party Committee of the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee for approval before deciding to approve the investment policy according to regulations.
