Quang Ninh will announce a 'clean sea' area to attract businesses to invest in marine farming.

That is the information shared by Mr. Nguyen Minh Son, Director of the Department of Agriculture and Rural Development of Quang Ninh province at the press conference held on the afternoon of March 25, in Hanoi about the series of activities and conferences with the theme: "Conference on sustainable development of marine aquaculture, viewed from Quang Ninh", organized by the Ministry of Agriculture and Rural Development and the People's Committee of Quang Ninh province to celebrate the 65th anniversary of the tradition of the Vietnamese Fisheries industry (April 1, 1959 - April 1, 2024).

According to the Ministry of Agriculture and Rural Development, the development of marine economy and marine aquaculture has been considered by the Government and the Ministry of Agriculture and Rural Development as one of the priority spearheads and has been concretized by Decision 1664 dated October 4, 2021 of the Prime Minister: Approving the project on developing marine aquaculture to 2030, with a vision to 2045 (Project 1664).

However, the actual implementation in localities still has many problems and overlaps between sectors. Specifically, marine aquaculture planning currently overlaps with many other plans such as: environmental resources, tourism...

According to Mr. Nguyen Huu Dung, Chairman of the Vietnam Seafarming Association, one of the biggest barriers is that up to now, no locality has been able to hand over sea areas to businesses and fishermen for management, so it is impossible to attract investment in this field.

"The biggest difficulty is related to licensing and legal issues, which businesses have faced for many years. We have received dozens of recommendations and proposals from businesses with the hope of resolving these obstacles, while there is currently no effective connection between ministries and sectors regarding marine aquaculture policies," said Mr. Dung.

Mr. Nguyen Minh Son, Director of the Department of Agriculture and Rural Development of Quang Ninh province, said that to determine sustainable marine farming, Quang Ninh province passed resolutions on sustainable development of the tourism industry and resolutions on sustainable development of the fisheries industry to avoid conflicts.

Specifically, the marine aquaculture industry must be planned to ensure that the marine aquaculture industry does not interfere with areas reserved for tourism or other industries, to avoid overlap. Quang Ninh builds aquaculture planning for each village, all marine aquaculture households are reviewed. Households planning to change occupations can be assigned marine areas to switch from exploitation to aquaculture.

According to Mr. Le Minh Son, in the upcoming conference organized by the Ministry of Agriculture and Rural Development, Quang Ninh will introduce its potential, strengths, mechanisms, and policies to attract investment in developing marine aquaculture in an industrial, modern, and multi-value direction; consult with domestic experts, scientists, and businesses to organize sustainable development of marine aquaculture in the coming years.

"Quang Ninh will announce sea areas to attract investment in marine farming and sign memorandums of understanding and commitments to cooperate with domestic and international investors to develop sustainable industrial marine farming," said Mr. Son.

Mr. Tran Dinh Luan, Director of the Department of Fisheries (Ministry of Agriculture and Rural Development), said that Quang Ninh is the leading locality in the country in marine aquaculture thanks to its determination to adjust and plan marine aquaculture in the direction of bringing a better life to farmers and protecting the blue sea, developing fisheries. From the experience of Quang Ninh, the space for aquaculture development should not be limited but should be integrated with other economic sectors.

"The upcoming conference is also an opportunity for localities to learn from experience and access new marine farming technologies from businesses and international organizations, thereby having new thoughts and approaches in orienting and directing production and development of Vietnam's marine farming industry towards reducing emissions and green growth, in accordance with Vietnam's international commitments," said Mr. Luan.
