Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee was elected as Chairwoman of the People's Council and Mr. Pham Duc An, Deputy Secretary of the Provincial Party Committee was elected as Chairman of the People's Committee of Quang Ninh province, term 2021-2026.
On December 10, the People's Council of Quang Ninh province convened the 24th session to elect the Chairman of the Provincial People's Council and Chairman of the Provincial People's Committee for the 2021-2026 term.
At the meeting, the People's Council of Quang Ninh province listened to the report of the Standing Committee of the Provincial People's Council introducing Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, to be elected as Chairwoman of the Provincial People's Council, term XIV, 2021 - 2026.
The Standing Committee of the People's Council of Quang Ninh province presented flowers to congratulate the new Chairwoman of the Provincial People's Council for the 2021 - 2026 term, Ms. Trinh Thi Minh Thanh.
According to the voting results, Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, was elected as Chairwoman of the Provincial People's Council, term XIV, 2021 - 2026 with 100% of delegates in favor.
Ms. Trinh Thi Minh Thanh was born in 1973 in Le Ninh commune, Kinh Mon district, Hai Duong province.
Ms. Thanh has held many positions at the Department of Finance of Quang Ninh; Deputy Secretary of the Ha Long City Party Committee; President of the Women's Union of Quang Ninh Province; Member of the Standing Committee of the Provincial Party Committee, Director of the Department of Finance; Delegate of the People's Council of Quang Ninh Province, terms XII and XIII.
From February 2019 to May 2021, Ms. Trinh Thi Minh Thanh held the position of Permanent Vice Chairman of the 13th Quang Ninh Provincial People's Council, term 2016 - 2021.
In May 2021, she was elected to hold the position of Permanent Vice Chairman of the 14th Quang Ninh Provincial People's Council, term 2021 - 2026.

It is known that Mr. Pham Duc An was born in 1970, his hometown is Thanh Chuong district, Nghe An province. Mr. An graduated from Hanoi Law University, majoring in Economic Law, National Economics University, majoring in Banking and Finance, and has a master's degree in Business Administration.
Mr. An has held many positions such as: Party Secretary, Chairman of the Board of Members of Agribank, Chairman of the Vietnam Banking Association, Member of the 15th National Assembly, Hanoi National Assembly Delegation, Member of the Party Committee of the Central Enterprises Bloc; Chief of Office of the State Bank of Vietnam; Deputy General Director of the Vietnam Joint Stock Commercial Bank for Investment and Development...
Also at the meeting, the Provincial People's Council carried out the procedure to dismiss the Chairman of the Provincial People's Committee and elect Mr. Cao Tuong Huy as Vice Chairman of the Provincial People's Committee.
With this result, Quang Ninh now has Chairman of the Provincial People's Committee Pham Duc An and 4 Vice Chairmen of the Provincial People's Committee: Mr. Vu Van Dien, Mr. Cao Tuong Huy, Mr. Nghiem Xuan Cuong and Ms. Nguyen Thi Hanh.
