Name the "slow group"

The group of units with disbursement rates below the average of the province were named by Chairman of the Provincial People's Committee Le Van Dung, including the following units: Department of Health, Management Board of Investment Projects for Construction of Agricultural and Rural Development Works, Quang Nam Irrigation Exploitation Company Limited, Management Board of Provincial Investment Projects for Construction, Ethnic Minorities Committee...

In the group of localities, the Chairman of the Provincial People's Committee named 5 districts: Hoi An, Nong Son, Dong Giang, Bac Tra My and Que Son.

According to statistics from the Department of Planning and Investment, as of December 19, Quang Nam has disbursed 62.21% of the public investment capital plan for 2024, equivalent to nearly VND 5,659 billion out of a total of nearly VND 9,096 billion. This result is higher than the same period in 2023 (60.4%) but is still far from the target of completing 95% of the plan assigned by the Prime Minister.

Specifically, the central budget disbursement reached 53.9% (capital supporting national target programs (NTPs) reached 53.4%); local budget sources reached 63.8%.

The 2023 capital plan has disbursed more than VND 1,241 billion, reaching 67.94%. Of this, the central budget capital plan has only disbursed more than VND 516 billion, reaching 54.39%.

Asked to report on the disbursement progress and implementation capacity in the final stage of the 2024 term, Mr. Ha Ra Dieu - Deputy Head of the Provincial Ethnic Minorities Committee said that the total capital to implement the program in 2024 (including capital in 2022 and 2023) is more than 1,501 billion VND. The total disbursed capital reached more than 585 billion VND (about 39%), of which the disbursement rate of new career capital only reached 26%.

For projects implemented by the Ethnic Committee, out of the total allocated capital of more than 35 billion VND, only more than 8.3 billion VND has been disbursed in 2022 and 2023, extending to 2024. In 2024, this unit has not disbursed any capital for the remaining amount.

The reporting unit will accelerate the disbursement progress for 4 projects, by January 31, 2025, the expected implementation capital will be from 21 billion VND to 22 billion VND, reaching 60 - 63% of the total implementation capital in 2024. If completed on schedule as committed, the Ethnic Committee will only "strive" to be at the average level of the province up to the present time.

Mr. Do Huu Tung - Vice Chairman of Dong Giang District People's Committee explained the reasons for the slow disbursement related to factors related to procedures, legal processes, weather conditions in mountainous areas... These reasons were immediately refuted by Chairman of the Provincial People's Committee Le Van Dung.

“We cannot repeat objective reasons to justify mistakes that are mostly subjective. Dong Giang has the same mechanism as other localities, the same weather and climate conditions, and the same target programs. Why are other localities doing well while the locality you are in charge of is slow? We must review our own locality's way of doing things,” criticized Chairman of the Provincial People's Committee Le Van Dung.

Will consider liability

Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested that investors, which are departments, branches, and localities in the "slow group", must step up to implement national target programs to ensure the best disbursement rate.

Mr. Tran Anh Tuan reminded units, especially mountainous districts and departments in charge of the National Target Program, to make the most of their time to approve projects and carry out related work to increase the disbursement rate.

Chairman of the Provincial People's Committee Le Van Dung requested to learn from experience in capital allocation, especially capital for national target programs. "The three standing agencies allocating capital for national target programs must pay attention to appropriate capital allocation.

"If the agencies receiving capital do not fulfill their responsibilities, they must give their opinions right from the beginning, and put an end to the situation of capital greed and capital hoarding. Right in 2025, if capital is allocated, it must be done. If it cannot be done, there must be a specific reason, review the responsibility for handling, and consider transferring" - Chairman of the Provincial People's Committee Le Van Dung emphasized.

Requiring departments, branches and localities in the "slowest group" to ensure the disbursement progress as committed in the final stage of the term, Chairman of the Provincial People's Committee Le Van Dung suggested focusing on drastic solutions, clearly defining people, clearly defining tasks and clearly defining results, both working overtime at construction sites and increasing work to resolve documents and speed up capital disbursement.

“The Department of Home Affairs monitors and advises the council on the classification of departments, branches and localities, considering the disbursement rate at the unit as the indicator that determines the level of task completion of the unit and its leader. The province will commend and reward units and localities that perform well in disbursement, and vice versa, will consider criticizing and reviewing, even proposing handling measures at units that are too slow. By 2025, capital allocation must consider the actual capacity, allocate capital on a basis, and limit capital allocation to weak units,” - Chairman of the Provincial People's Committee Le Van Dung directed.
