To attract teachers to work in mountainous areas, Quang Nam province will support from 50 to 100 million VND; in addition, it will support monthly living expenses from 1.2 to 1.8 million VND.
On November 20, the Office of the People's Committee of Quang Nam province announced that the Chairman of the People's Committee, Head of the National Assembly Delegation, Mr. Le Van Dung, has just signed an official dispatch to register the list of contents to be presented at the 28th session of the 10th Provincial People's Council (regular session at the end of 2024).
According to the official dispatch, the People's Committee of Quang Nam province submitted a project for the Provincial People's Council to consider issuing a resolution regulating support policies for teachers and civil servants working in mountainous districts in the period of 2025 - 2026.

Currently, the staff of education sector in general and teachers in particular working in mountainous districts of the province are still lacking in quantity and low in quality.
The state's policies and regimes are not strong enough to attract and retain civil servants for a long time, and attracting students to register for admission to mountainous areas is difficult.
According to statistics from 2019 to present, the average rate of civil servants passing recruitment exams in mountainous districts of Quang Nam province is only about 50%.
Since 2019, more than 530 officials in the education sector have been transferred out of the mountainous districts of Quang Nam province. In addition, more than 90 officials working at schools in the mountainous districts have resigned.
Based on the above situation, the People's Committee of Quang Nam province has developed a project to submit to the Provincial People's Council for consideration and issuance of a resolution.
According to the draft resolution, Quang Nam province plans to provide initial support for teachers upon their assignment and monthly living support. The mountainous districts included in the draft resolution include Bac Tra My, Nam Tra My, Dong Giang, Nam Giang, Tay Giang, and Phuoc Son.
The specific support level for officials working for the first time in communes in area 3 or extremely disadvantaged villages is 100 million VND/person; in communes in area 2 it is 75 million VND/person; in communes in area 1 it is 50 million VND/person.
In addition, Quang Nam province plans to provide monthly living support of VND1.8 million/person/month for officials working in communes in area 3 or extremely disadvantaged villages; VND1.5 million/person/month for officials working in communes in area 2; and VND1.2 million/person/month for officials working in communes in area 1.
Recently, the People's Committee of Quang Nam province sent an official dispatch asking for opinions from the Ministry of Education and Training, the Ministry of Finance and relevant ministries on the development of the above policy.
According to the feedback from the ministries, the issuance of the resolution is under the authority of the Provincial People's Council. If the budget is balanced, Quang Nam province can implement it without being caught up in regulations, but the central budget does not support it.
In the response letter to the People's Committee of Quang Nam province, the Ministry of Education and Training agreed with the policy of issuing the above resolution of Quang Nam province.
The Ministry of Education and Training believes that it is necessary to issue a resolution on mechanisms and policies to support teachers and civil servants, especially teachers and civil servants working in mountainous districts and ethnic minority areas, in order to contribute to the long-term stability of the staff and improve the quality of education in the localities. At the same time, these policies are decisive factors for the long-term, sustainable development of ethnic minority and mountainous areas.
