The specific goal by 2030 is to concretize the tasks set out in the plans, programs, projects, etc. with specific, synchronous component projects in all fields, ensuring urgency and sufficient resources for effective implementation; identify threats and risks that affect and reduce the outstanding global value, integrity and authenticity of heritage, thereby having appropriate solutions to protect heritage.
Propose special priority mechanisms and policies to prevent threats affecting heritage and effectively serve the management, protection and promotion of values in accordance with the characteristics of the heritage; meet the needs of scientific research to clarify heritage values; ensure regulations to protect the inherent architectural works and ecological landscape of the heritage.
Specifically evaluate the effectiveness of the heritage management system, clarifying the advantages, limitations and shortcomings to develop a strategic and long-term management plan, and identify research needs to protect and promote heritage values in the next stages.
Strengthening the mobilization of financial resources and traditional material resources to serve research, restoration, conservation, management and promotion of heritage values; enhancing international exchange and cooperation, introducing, propagating and promoting the importance and values of heritage.
For the unapproved tasks to implement the component projects in the 2025-2030 period, with a vision to 2035, the estimated budget is 1,670 billion VND. Of which, the public investment capital of the Central Government, Quang Nam Province and Hoi An City is 1,290 billion VND. The regular expenditure source of Quang Nam Province and Hoi An City is 180 billion VND. The ODA funding source is 200 billion VND.

Currently, Hoi An is one of the attractive tourist destinations of the country and the world. Hoi An has 1,439 relics, in particular in Area I of the Old Quarter, considered the "core area" with an area of only 30 hectares but has up to 1,175 architectural and artistic relics, including civil works (houses, bridges, wells, markets), religious works (communal houses, pagodas, mausoleums, shrines, assembly halls, clan houses) and special works (tomb). Each type of architecture has its own characteristics and nuances, but it is a harmonious combination of space, layout and the skillful interweaving of Vietnamese - Chinese - Japanese - Western architectural styles, contributing to increasing the richness and cultural diversity of the ancient town of Hoi An.
Quang Nam province has determined to build Hoi An into an ecological - cultural - tourist city, aiming to establish a driving force in the development of tourism - services in the central coastal region and the whole country, reaching out to the Asian region, becoming an attractive destination of the world. The policies, strategies, and development plans issued by the Central Government and Quang Nam province have opened up many opportunities and favorable conditions for Hoi An to promote city construction in the new period.
However, according to the People's Committee of Quang Nam province, in the process of development, Hoi An has not yet fully exploited its potential and advantages. Planning and mobilizing investment resources have not kept up with the requirements of development; have not ensured the balance between conservation and development tasks; and lack investment resources to maximize the potential and advantages of the heritage.
The work of preserving and promoting the cultural heritage and ecological environment of Hoi An is facing many challenges, especially the risk of losing traditional cultural identity and imbalance in development. In addition, unpredictable fluctuations in the international political situation, global pandemics, climate change, the digital age, etc. pose many great challenges to the preservation, construction and development of Hoi An City.
Based on urgent practical requirements, the People's Committee of Quang Nam province believes that the development and submission to the Government for promulgation of the Project to preserve and promote the value of the World Cultural Heritage of Hoi An ancient town until 2030, with a vision to 2035, is extremely urgent and of special significance as a basis for setting out more appropriate and effective goals, tasks and solutions in the coming time.
