On July 23, at the National Assembly House, under the chairmanship of National Assembly Chairman Tran Thanh Man and direction of National Assembly Vice Chairman Nguyen Khac Dinh, the National Assembly Standing Committee held a meeting to consider and give opinions on a number of important issues.

At the meeting, the National Assembly Standing Committee voted to approve the draft resolutions on the arrangement of administrative units at district and commune levels in the 2023-2025 period of Nam Dinh, Soc Trang and Tuyen Quang provinces.

Speaking at the meeting, National Assembly Chairman Tran Thanh Man emphasized: The arrangement of administrative units at district and commune levels in the 2023-2025 period needs a specific project, a roadmap, and steps to ensure time and quality. Along with that, it is necessary to carefully evaluate the implementation of this work in the past time.

In particular, the National Assembly Chairman noted the arrangement and handling of headquarters and public assets at administrative units after the arrangement, to avoid waste.

The National Assembly Chairman also suggested that it is necessary to strengthen surveys and grasp the situation in each district and commune subject to rearrangement, creating consensus among cadres, party members and people.

Another important content is to pay attention to the organization of the apparatus after implementing the arrangement and resolving the regime and policies for redundant cadres, civil servants and part-time workers; arranging and assigning key positions to stabilize the apparatus of administrative units, preparing for Party congresses at all levels, towards the 14th National Party Congress and the election of People's Council deputies at all levels for the 2026-2031 term, and the election of deputies to the 16th National Assembly.

Presenting the Government's report on the arrangement of district and commune-level administrative units in the 2023-2025 period of the provinces of Nam Dinh, Tuyen Quang, and Soc Trang, Minister of Home Affairs Pham Thi Thanh Tra said that in the 2023-2025 period, Nam Dinh province has no district-level administrative units subject to arrangement and has 44 commune-level administrative units subject to arrangement.

Nam Dinh province proposed to reorganize 2 district-level administrative units (encouraged and adjacent) and 79 commune-level administrative units (44 units subject to reorganization, 2 units subject to encouragement and 31 adjacent units).

Nam Dinh province is developing plans to merge My Loc district into Nam Dinh city to form a new Nam Dinh city.

For the commune level, the province has developed 28 plans to arrange commune-level administrative units, including 25 plans to merge 3 units into 1 new unit; 1 plan to merge 2 units into 1 new unit and 2 plans to establish wards on the basis of the original commune status.

Thus, after the arrangement, 1 district-level administrative unit will be reduced (from 10 units to 9 units) and 51 commune-level administrative units will be reduced (from 226 units to 175 units).

Tuyen Quang province has 2 communes subject to rearrangement (including Hong Lac commune and Van Son commune of Son Duong district). The province has developed a plan to merge Hong Lac and Van Son communes into a new Hong Son commune; after rearrangement, 1 commune will be reduced (from 138 units to 137 units).

Soc Trang province has 1 district-level administrative unit (Cu Lao Dung district) and 1 commune-level administrative unit (Ward 1 of Soc Trang city) subject to restructuring in the 2023-2025 period.

The province proposed not to reorganize Cu Lao Dung district due to its isolated location (is an island district), making it difficult to organize convenient traffic connecting with adjacent administrative units; develop a plan to merge Ward 1 with Ward 9 to establish Ward 1 (new) under Soc Trang city; after the reorganization, reduce 1 ward (from 109 units to 108 units).

After the reorganization, Nam Dinh province plans to have a surplus of 56 district-level officials and civil servants and 1,060 commune-level officials, civil servants and non-professional workers.

The province has developed a plan and roadmap for each year to ensure that within 5 years (until September 2029), it will complete the settlement of policies and regimes for redundant cadres, civil servants and part-time workers.

After the reorganization, Tuyen Quang province is expected to have a surplus of 24 cadres, civil servants and non-professional workers at the commune level.

The province has developed a plan and roadmap to ensure that by 2024, 8/8 redundant non-professional workers will be completely resolved and by 2025, 16/16 redundant cadres and civil servants will be completely resolved.

Soc Trang province plans to have a surplus of 18 cadres, civil servants and non-professional workers, which the province will resolve in 2024 and 2025.

In addition, the three provinces also developed a plan to ensure that within three years (until September 2027), the rearrangement and handling of surplus public headquarters and assets will be completed.

Reporting on the review of this content, Chairman of the National Assembly's Law Committee Hoang Thanh Tung said: The National Assembly's Law Committee basically agrees with the content of the Project on rearranging district- and commune-level administrative units in the 2023-2025 period of the three provinces of Nam Dinh, Soc Trang, and Tuyen Quang.

Administrative units formed after basic arrangement meet the standards, conditions according to regulations and requirements.

According to the report, localities also proactively plan to improve the organizational apparatus, arrange and deploy redundant staff, civil servants, and non-professional workers, and have plans to arrange and handle headquarters and public assets.
