The Government issued Decree 147/2024/ND-CP regulating the management, provision and use of Internet services and online information on November 9. The Decree will take effect on December 25.

One of the new points of Decree 147 is that the management, provision and use of information on the Internet is clearly assigned to relevant units.

Accordingly, Article 22 stipulates the management responsibilities of ministries, ministerial-level agencies and People's Committees of provinces and centrally-run cities in Decree 147, stating: Ministries, branches and localities within the scope of their functions, tasks and powers are responsible for implementing or coordinating the implementation of state management of assigned sectors and fields in the network environment.

In which, the Ministry of Information and Communications is responsible to the Government for performing the state management function on network information security and managing, providing and using Internet services and online information nationwide.

The Ministry of Public Security, within the scope of its functions, tasks and powers, is responsible for protecting national security, protecting State secrets, ensuring social order and safety, fighting against crimes and violations of laws on national security and social order and safety in the cyber environment; ensuring cyber security in the management, provision and use of Internet services and information on the network.

The Ministry of National Defense, within the scope of its functions, tasks and powers, is responsible for protecting national sovereignty in the cyber environment, ensuring network information security, network security, protecting state secrets and military secrets; and coordinating with competent agencies in combating, preventing and combating crimes and violations of the law in the cyber environment.

The Ministry of Industry and Trade, the Ministry of Culture, Sports and Tourism, the Ministry of Health, the Ministry of Education and Training, the Ministry of Labor - Invalids and Social Affairs, and the Ministry of Finance, within the scope of their functions, tasks and powers, are responsible for performing state management of assigned sectors and fields in the network environment such as: Trade; culture, sports and tourism; health; education and training; labor, employment, social security and taxes.

Ministries, ministerial-level agencies, the Government Cipher Committee, and government agencies, within the scope of their functions, tasks, and powers, are responsible for coordinating with the Ministry of Information and Communications and the Ministry of Public Security to perform state management of assigned sectors and fields in the network environment.

People's Committees of provinces and centrally run cities are responsible for state management of the management, provision and use of Internet services and online information in their localities according to their authority.

Talking to VietNamNet, experts said that with the clear assignment of responsibilities to each unit as above, cyberspace management will become much more effective.

Specifically, many activities in cyberspace today are no different from the real world. Besides positive behaviors, there are also many illegal behaviors in many different fields such as: Fraud, selling fake goods, counterfeit goods, spreading fake news, distorting or insulting the dignity of others...

If the Ministry of Information and Communications alone cannot cover everything, management will be very difficult. Therefore, according to experts, if the responsibility is assigned to relevant ministries, branches, and localities... according to the motto that whoever manages which field in the real world will manage that field in cyberspace, the units will participate more actively and management in cyberspace will become more effective.

Giving further comments on this issue, Mr. Vo Quoc Hung, Growth Director of Dong Kinh Advertising Media Joint Stock Company (Tonkin Media) said that when the law comes into effect, to be more effective, it is necessary to establish a cyberspace monitoring committee with the participation of ministries, branches, localities, domestic and cross-border platforms, and even experts...

This will be an intermediary unit representing the parties to monitor activities on the Internet environment, make recommendations to the Government to adjust the law to suit the development; as well as detect violations in cyberspace to transfer to the authorities for handling.
