On the morning of November 28, the Ministry of Information and Communications (MIC) held a conference to review and evaluate electronic information activities in 2024, orientation for 2025 and disseminate Decree 147/2024/ND-CP.
Speaking at the Conference, Deputy Minister of Information and Communications Pham Duc Long said that on November 9, Decree No. 147/2024/ND-CP on the management, provision and use of Internet services and online information (the Decree replaces Decree No. 72/2013/ND-CP and Decree 27/2018/ND-CP) was signed and issued by the Prime Minister. The Decree applies to domestic organizations and individuals, foreign organizations and individuals directly involved in or related to the management, provision and use of Internet services and online information.

Decree 147/2024/ND-CP has new policies that will affect and change some social media usage habits of Vietnamese people, such as regulations requiring social media to: Verify users via phone number or personal identification number and only verified accounts are allowed to provide information (write articles, comment, livestream) and share information on social media - this regulation aims to limit the situation of anonymous users to scam, spread fake news and other illegal acts; Do not allow children under 16 years old to create social media accounts.
In addition, Decree 147 will focus on implementing: Handling the issue of disguised newspapers on electronic information (TTĐT) and social networks; Promoting decentralization and delegation of authority to implement administrative procedures on game licensing from the Ministry to the implementing units, from the Central to the local level.

"In addition, additional regulations on the responsibilities of ministries, branches and localities in managing information on the network are added according to the principle that "ministries, branches and localities within their functions and tasks are responsible for participating in managing sectors and fields on the network as in real life"... and many other regulations to enhance the effectiveness of management in the field of electronic information", said Deputy Minister Pham Duc Long.
Reporting on electronic information activities in 2024 and orientations for 2025, Ms. Nguyen Thi Thanh Huyen - Deputy Director of the Department of Radio, Television and Electronic Information said that regarding the activities of general electronic information pages and social networks, in 2024, the Ministry and local Departments of Information and Communications inspected, reviewed, and rectified 236 electronic information pages, general electronic information pages, social networks, and social network accounts.
Of which, 46 cases were fined with a total fine of VND 1,047,500,000, the main violations were: Setting up a general electronic information page without a license; Not implementing the regulations in the establishment license; Providing services not in accordance with the regulations in the social network establishment license; Not citing sources of information as prescribed...
Correct and handle 20 cases of electronic information pages showing signs of "newspaperization"; review and handle 83 social network domain names showing signs of violations and force the revocation of 2 domain names.

Regarding the provision of online electronic game services, the Ministry of Information and Communications coordinated with functional units to scan and block 667 fanpages advertising gambling and prize-winning games (a rate of 95%) on the Facebook platform; prevent and handle more than 5,300 domain names related to advertising, organizing gambling and gambling activities on cyberspace; Scan and detect more than 600 unlicensed and gambling games on foreign application markets, requiring organizations providing intermediary payment services not to connect payments. Apple has removed 90 games, Google has removed 294 unlicensed games, gambling games released across borders into Vietnam.
In the fight against fake news and toxic information on social networks in 2024, the Ministry will continue to maintain the combination of tough and flexible solutions with cross-border platforms, requiring platforms to prevent and remove information that violates Vietnamese law.
“In 2024, the Ministry also issued a document instructing the People's Committees of provinces and cities to establish centers to handle fake news and toxic information in localities. As a result, currently, 20 localities have established centers to handle fake news,” Ms. Nguyen Thi Thanh Huyen informed.
Regarding advertising activities on cross-border platforms, according to Ms. Thanh Huyen, the Ministry has added regulations on: Specific responsibilities of domestic and foreign advertising platforms; Regulations on administrative sanctions for cross-border advertising platforms that do not comply with advertising regulations in Vietnam; Responsibilities of artists and KOLs when advertising; Advertising management responsibilities of specialized ministries and localities, etc.
In particular, Ms. Nguyen Thi Thanh Huyen emphasized that the Ministry of Information and Communications will strengthen coordination with the Ministry of Culture, Sports and Tourism and the Ministry of Public Security to issue coordination regulations on restricting the appearance in the press, on social media platforms, and on stage performances of artists and celebrities who violate the law, public morals, have offensive images, statements, and behaviors, and have negative impacts on the community and society.
