Strictly manage electronic invoices for retail gasoline

After more than a year of implementing Official Dispatch No. 10/CD-TCT dated December 19, 2023, of the General Department of Taxation on resolutely and effectively implementing the issuance of electronic invoices (ECI) for retail gasoline and oil business activities, most retail gasoline and oil stores in the province have issued invoices each time customers purchase gasoline and oil. Issuing EI after each sale brings many benefits, helping businesses effectively manage revenue, fulfill tax obligations to the State, and at the same time ensure the rights of customers to receive invoices when purchasing goods according to regulations.

According to statistics, the whole province has about 160 retail gasoline stores with more than 560 pumps. Up to now, most of the gasoline stores have seriously implemented the issuance of retail gasoline invoices to customers, contributing to improving the effectiveness of state management of gasoline business activities and increasing budget revenue. To achieve the above results, as soon as there were instructions from the Provincial Tax Department, gasoline businesses in the area proactively contacted and worked with enterprises providing e-invoice software solutions in the area, agreeing on solutions to issue e-invoices for each sale in accordance with regulations. After a period of implementation, it has been shown that issuing e-invoices after each sale brings many benefits, helping businesses effectively manage revenue, fulfill tax obligations to the state, and at the same time ensure the rights of customers to receive invoices when purchasing goods in accordance with regulations. Many localities, after coordinating with tax authorities, have strengthened management of gasoline retail sales, contributing to increasing budget revenue.

Specifically, in Phu Ly city, there are 16 petroleum trading enterprises, with 20 stores, 68 pumps switching from manual methods to applying electronic invoices for each sale with automatic connection to the tax authority in accordance with the direction of the province. To improve the efficiency of managing budget revenue from petroleum trading, the City People's Committee has requested that petroleum trading enterprises and stores in the area strictly implement the regulations on issuing invoices for each sale. Store all electronic invoices according to regulations for cases of selling petroleum to customers who are non-business individuals, business individuals and ensure that they can be looked up when requested by competent authorities. At the same time, the Tax sector coordinates with relevant departments and branches to conduct surprise inspections of the issuance of invoices for each sale. In case of detecting violations, they will be handled and recommended for strict handling according to regulations. This approach has helped the city increase regular revenues in the area.

Mr. Do Hoang Hai, Chairman of Phu Ly City People's Committee said: In order to create fairness and transparency in petroleum business activities, ensure consumer rights as well as increase revenue for the budget, in recent times, Phu Ly City has done a good job of disseminating and popularizing regulations on issuing electronic invoices for each sale in the petroleum retail business sector, contributing to changing the habit of consumers taking invoices when purchasing goods, supporting petroleum businesses in issuing invoices and implementing State regulations on petroleum retail. At the same time, specialized agencies regularly coordinate with functional forces to strictly handle prohibited acts in the field of invoices; fraudulent acts such as using illegal invoices; closely monitoring the issuance and use of invoices for petroleum sales; Analyze and evaluate revenue, costs, goods sources... promptly detect signs of risk in invoice management and use in particular and tax management in general, especially for businesses that have not used the automatic connection solution to issue electronic invoices for each sale and connect with tax authorities according to regulations.

To strengthen the management of budget revenue from petroleum retail, the Provincial Tax Department advises the Provincial People's Committee to direct sectors to improve the operational efficiency of the interdisciplinary working group, regularly inspect petroleum retail stores on compliance with legal regulations on petroleum trading in general, including the implementation of electronic invoices for each sale and connection with tax authorities according to the provisions of Decree No. 123/2020/ND-CP; effectively carry out propaganda and dissemination of regulations on issuing electronic invoices for each sale in the petroleum retail business sector, contributing to changing the habit of consumers taking invoices when purchasing goods, supporting petroleum businesses in issuing invoices and implementing State regulations on petroleum retail.

Mr. Nguyen Quang He, Deputy Director of the Provincial Tax Department, said: In order to improve the management of retail gasoline invoices, the Tax Department has strengthened inspection, examination and strictly handled businesses with fraudulent and tax evasion behaviors. The Provincial Tax Department requires businesses and gasoline stores in the province to strictly implement the regulation that the time of making electronic invoices is the time of completion of gasoline sales for each sale. Store all electronic invoices according to regulations for each case of gasoline sales to customers who are non-business individuals, business individuals and ensure that they can be looked up when requested by competent authorities. At the same time, the unit coordinates with other sectors to implement solutions in accordance with State regulations, bringing gasoline business activities in the province more and more into order.

To ensure fairness and transparency in petroleum business activities, ensure consumer rights as well as increase revenue for the budget, in the coming time, it is necessary to continue to join hands and participate of all levels and sectors in coordinating to effectively implement the propaganda and dissemination of regulations on issuing electronic invoices for each sale in the petroleum retail business sector, contributing to changing the habit of consumers taking invoices when purchasing goods, supporting petroleum businesses in issuing invoices and implementing State regulations on petroleum retail. The Department of Industry and Trade, the Market Management Department, relevant departments and sectors should increase surprise inspections of the issuance of invoices for each sale to detect, handle and recommend strict handling according to regulations.
