Informing General Phan Van Giang of the results of the previous talks with General Luong Cuong, Politburo member, Standing member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army, Senior Lieutenant General Thongloi Silivong highly appreciated the attention, support and effective cooperation of the Vietnamese Ministry of National Defense towards the Lao Ministry of National Defense, including the construction of the School of Political Theory and the School of Ethnic Culture of the Lao People's Army, and support for human resource training.

In an exchange with Senior Lieutenant General Thongloi Silivong, Senior General Phan Van Giang suggested that the two sides continue to strengthen cooperation, focusing on the following areas: Party work, political work; coordinate to protect the peaceful and stable border of the two countries, thereby actively contributing to the construction and development of the material and spiritual life of the people in the border areas, promoting border trade and commerce; continue to attach importance to training and fostering human resources; focus on promoting the significance of the first Vietnam-Laos-Cambodia Border Defense Friendship Exchange at the Ministerial level, scheduled to be held in the near future.
General Phan Van Giang emphasized that 2024 will see many important political events for the country and the army of each country, in which Laos will assume the role of ASEAN Chair 2024 and celebrate the 75th anniversary of the founding of the Lao People's Army; Vietnam will celebrate the 80th anniversary of the founding of the Vietnam People's Army and the 70th anniversary of the Dien Bien Phu Victory. The two countries' defense ministries have agreed to coordinate to effectively organize and implement these events.
