Cau Giay District is one of the inner-city districts of Hanoi with strong socio-economic development. In 2023, overcoming difficulties and challenges, the district achieved some outstanding results in socio-economic development.

With the working theme of the year "Discipline, responsibility, action, creativity, development", the socio-economic development situation in 2023 of Cau Giay district has achieved good results, 13/13 assigned targets have been completed and exceeded.

This result was achieved thanks to the direction of the District Party Committee, the participation of the Fatherland Front and socio-political organizations in propaganda and mobilization work, and especially the efforts of all the people of Cau Giay district.

In 2023, the production value in the area is estimated at 235,920 billion VND, an increase of 10.9% over the same period in 2022. Of which, the production value of Industry and Construction is estimated at 89,710 billion VND, an increase of 9.52% over the same period last year; The production value of the Trade - Service sector is estimated at 146,209 billion VND, an increase of 11.76% over the same period last year.

Budget revenue and expenditure both exceeded the plan (budget revenue reached 120.04%, revenue over 14,000 billion VND), budget expenditure is estimated to reach 148.03% (expenditure over 1,800 billion VND). Administrative reform has many changes, synchronizing administrative procedure reform, apparatus reform, institutional reform and public finance.

In particular, in 2023, Cau Giay district will be the first district in Hanoi to deploy artificial intelligence applications to support administrative procedure questions and answers (AI Chatbot), successfully deploy the emulation model "Certification and immediate results", promote electronic payments and cashless payments with more than 99.9% of businesses using electronic invoices, creating excitement and satisfaction among people and businesses in the district.

In the field of culture and society, the district's Education & Training work continues to ensure quality, especially the district continues to lead the City in the quality of 10th grade entrance exams for 15 consecutive years, maintaining 13/13 education sector targets and the District Education & Training Department was awarded the Excellent Emulation Flag by the City.

Social security is guaranteed, maintaining no poor and near-poor households. Fire prevention and fighting, urban order management are focused on leadership and direction with many positive changes. Political security, national defense, social order and safety are maintained.

Also in 2023, emulation and reward movements in Cau Giay district continued to be promoted and achieved many high achievements. Specifically, in the district, 1 individual was honored to receive the Second Class Labor Medal; 1 individual was honored to receive the Third Class Labor Medal; 1 collective received the Government Emulation Flag.

In addition, 2 collectives received the City-level Emulation Flag; 54 collectives and individuals received the City's Certificate of Merit; 17 individuals achieved the title of Emulation Fighter; 11 individuals were awarded the title "Good People - Good Deeds"...

Continue to strongly improve the business investment environment

2024 is the 4th year of implementing the 5-year plan 2020 - 2025, a year of special importance in implementing the Resolution of Party Congresses at all levels... Therefore, in 2024, the district will focus on promoting economic development, completing the revenue and expenditure targets assigned by the City; Ensuring social security, improving people's lives, Ensuring safety, effective epidemic prevention...

At the same time, complete the annual targets assigned according to the 6 work programs of the District Party Committee for the 2020 - 2025 term and 5 plans to implement the work programs of the City Party Committee for the 2020 - 2025 term.

Specifically, the district will continue to strongly improve the business investment environment, focusing on the following areas: investment, construction... Maintain and continue to develop the district's economic growth momentum. Develop cultural and social careers. Ensure social security, stabilize people's lives. Ensure political security, social order and safety, local defense and military. Complete the military recruitment target in 2024.

At the same time, strengthen urban beautification, urban order management, and construction order. Continue to accelerate site clearance and investment progress, disbursement of projects. Promote proposals for planning, construction, and renovation of old apartment buildings in the district (Nghia Tan collective housing area) according to the City's plan.

Solve pressing social problems. Focus on some key projects, especially the project to build the headquarters of the District Party Committee - People's Council - People's Committee, school projects at land plot A11 of planning area A7-1; the project to clear land for expanding the headquarters of the Ministry of Public Security - No. 47 Pham Van Dong...

Along with that, Cau Giay district will implement well discipline, administrative discipline, enhance the responsibility of heads of agencies and units; strengthen regular and unscheduled inspection teams. Promote the responsibility of heads at all levels and sectors in handling complaints and denunciations. Promote the role of inspection and supervision agencies in preventing and combating corruption, waste and negativity.

Encourage and enhance responsibility and initiative in advising and proposing to specialized agencies, levels and sectors, and enhance coordination between agencies in successfully implementing socio-economic development tasks assigned by the City and District Party Committee.

Complete the annual targets assigned according to the 6 working programs of the District Party Committee for the 2020-2025 term and the 5 Plans to implement the Working Programs of the Hanoi Party Committee for the 2020-2025 term, which are to encourage businesses to digitally transform and participate in the sharing economy. Review and standardize personal tax codes with citizen identification cards, and correct errors in non-agricultural land tax data.

Continue to review and build stable revenue sources, implement measures and solutions to maximize the 2024 budget revenue target, and spend the budget economically, effectively and promptly. Strengthen market, price and goods management, regularly inspect and strictly handle violations.

In terms of culture and society, the army will well implement preferential policies for people with revolutionary contributions. Ensure that 100% of social protection beneficiaries enjoy social assistance policies. 100% of people with disabilities have access to social services in various forms.
