From the 2025-2026 school year onwards, localities will organize entrance exams for public grade 10 in 3 subjects: Math, Literature and a 3rd subject chosen by the locality, announced before March 31 every year. The regulations on secondary and high school admissions from 2025 onwards have just been issued by the Ministry of Education and Training, causing many parents to panic.
One of the biggest concerns of parents is that this change could put a lot of pressure on students to study and take exams.
Ms. Nguyen Thi Minh, a parent whose child is in grade 9 in Hanoi, shared: "Currently, children have to study many subjects to ensure comprehensive knowledge. It is best to let students study the same set of textbooks, and fix the third exam subject from the beginning of the year so that children do not feel too much pressure in studying and taking exams."
Sharing the same anxiety, this year, Ms. Phan Thi Hai's family has two twins who will take the 10th grade entrance exam. Ms. Hai expressed that students who have finished middle school should have a place for their children in 10th grade, and there is no need to be as tense as in previous years. Yet every year, when taking the 10th grade entrance exam, parents and candidates are as tense as a bowstring, worrying to the point of losing sleep, and some candidates who failed the exam have had suicidal thoughts. When will such heartbreaking stories end? "I hope that everything related to the exam will be resolved soon so that candidates and schools will suffer less. An exam that is already stressful and constantly changing makes many families with children in 9th grade feel extremely tired!"

What worries many parents is that the Department of Education and Training does not choose the third subject for more than 3 consecutive years. Ms. Nguyen Thi Hong Diep (Tan Binh District, Ho Chi Minh City) is worried: We are happy that the Department of Education and Training of Ho Chi Minh City chose Foreign Language as the third subject and thought that this third subject would be fixed for many years. With the regulation of not choosing the third subject for more than 3 consecutive years, it will put a lot of pressure on students in the next grades. Because the third subject falls into a combination subject, not 3 subjects but 4 or 5 subjects. The pressure to study will also increase accordingly."
To ease their worries, many parents have suggested that localities announce the third exam subject early, at least one school year in advance. This would give students more time to prepare. At the same time, parents want the Ministry to have a unified policy to avoid the situation where each locality chooses a subject that is too different, causing an imbalance in the quality of education.
"What students and parents need most is stability. Therefore, we, as parents, earnestly hope that the Ministry of Education and Training will have consistent regulations on exams, announced from the beginning of the school year and stable for many years. In addition, students also need to be guided on how to review scientifically, and should not let exams become a great pressure that affects their health and spirit," Ms. Nguyen Thi Minh suggested.
According to Circular 30/2024 of the Ministry of Education and Training on regulations for secondary and high school admissions, from the 2025-2026 school year onwards, localities will organize entrance exams for public grade 10 with 3 subjects: Math, Literature and a third subject chosen by the locality.
There are 3 methods of admission to grade 10 high school: entrance exam, selection or a combination of entrance exam and selection. The selection of the admission method is under the authority of the locality.
The third exam subject is selected from among the subjects or combined exams with scores in the secondary school general education program, ensuring that the same third exam subject is not selected for more than 3 consecutive years.
For high schools under the Ministry of Education and Training, universities, colleges, and research institutes that organize their own entrance exams, the third exam subject or a combination exam of a number of remaining subjects will be selected by the Ministry of Education and Training, universities, colleges, and research institutes directly managed by them.
The Circular also stipulates the announcement date for the third exam subject after the end of the first semester (around the end of December) but no later than March 31 every year.
Regarding the exam time, the Circular stipulates that Literature is 120 minutes; Math is 90 minutes or 120 minutes; the third exam is 60 minutes or 90 minutes; and the combined exam is 90 minutes or 120 minutes.
The exam content is within the secondary school education program, mainly grade 9.
