Phu Binh district has 28 ethnic groups living together. This congress is an opportunity to evaluate and recognize the great contributions of ethnic minorities to the cause of national construction and defense; to commend and honor groups and individuals with outstanding achievements in the patriotic emulation movement, implementing ethnic policies, and building the great national unity bloc.
The report at the Congress showed that in the period of 2019-2024, implementing ethnic work and ethnic policies, the district mobilized resources, integrated national target programs, investment programs and projects, and supported to focus on building new rural areas, developing essential infrastructure, promoting socio-economic development, and sustainable poverty reduction, especially in ethnic minority areas and particularly difficult areas.
In particular, the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period in Phu Binh district has implemented 08 projects with a total capital of more than 21 billion VND. From the above funding source, Phu Binh district has focused on solving the most urgent problems in ethnic minority areas such as: Investing in essential infrastructure to serve production; solving the shortage of residential land, housing, production land, and domestic water; supporting production development in extremely disadvantaged hamlets...
At the same time, the district has also focused on synchronously implementing the National Target Program on Sustainable Poverty Reduction for the 2022-2025 period and the National Target Program on New Rural Construction. Thereby creating positive changes, contributing to rapidly reducing the rate of poor households in the locality, especially in ethnic minority and mountainous areas. As a result, up to now, the whole district has 19/19 communes meeting the NTM standards, 07 communes meeting the advanced new rural standards, and 13 hamlets meeting the model new rural hamlet standards. Accordingly, 100% of hamlets have national grid electricity; 100% of roads to the centers of communes and towns are paved; the rate of rural population using hygienic water for daily life is 96.81%; 273/276 hamlets and residential groups have cultural houses ; 100% of communes and towns meet national health standards... The multidimensional poverty rate of the district at the end of 2023 decreased to 3.03% (equivalent to 1,193 households, of which 152 ethnic minority poor households)
The preservation and promotion of traditional cultural identities of ethnic minorities in the area have also been focused on and achieved many positive results. Currently, the whole district has 78 cultural and artistic clubs with different forms, contributing to encouraging and motivating the masses to create, exploit and disseminate traditional cultural values, improving the spiritual life of the people. In particular, in the communes of ethnic minorities and mountainous areas, there are 02 clubs: Soong Co singing of the San Diu ethnic group in Ban Dat commune, Then singing of the Tay and Nung ethnic groups in Tan Thanh commune; the whole district has over 200 volunteer art teams at hamlet and residential group levels operating regularly... Thereby, effectively promoting the good traditional cultural values of ethnic minorities in current life.
Promoting the achieved results, in the period of 2024-2029, the district strives to have no more extremely disadvantaged hamlets in the district by the end of 2029; The average poverty rate in ethnic minority and mountainous areas will decrease by 2%/year; 100% of ethnic minorities will have access to clean water. At the same time, effectively preserve and promote the values and good traditional cultural identities of ethnic groups...
