The Investigation Police Agency of Vinh Loc District Police has just prosecuted 11 subjects for disturbing public order in the above incident. The 11 subjects prosecuted are all very young, including 3 people born in 2004, 5 people born in 2005, 2 people born in 2006 and 1 person born in 2007.

Previously, on the morning of April 28, in a classroom at Dong Son 1 High School, Dong Son district, due to a conflict that arose in the classroom, a male student born in 2006, NHD, used a knife (brought in advance) to slash his classmate, D.VM, many times. As a result, M. was seriously injured and had to go to the emergency room... The incident caused chaos in the classroom, shocking many people because of the seriousness of a student attacking a classmate right in the classroom.
The above incidents continue to sound the alarm about the increasingly complicated situation of school violence; it is also a valuable lesson for parents and schools. Through analyzing cases of students disturbing public order, intentionally causing injuries, and even murder cases, authorities determined that the common point of these cases is the impulsive behavior, lack of self-control, and lack of life skills of many teenagers. Along with having sharp objects and weapons on them, these students have caused serious consequences.
Recently, the Provincial Police mobilized more than 3,000 officers and soldiers from the Provincial Police Department and the police of districts, towns and cities in the area to coordinate with the Department of Education and Training, the principals of secondary schools, high schools, continuing education and vocational training centers in the province to launch a campaign, simultaneously conducting a general inspection of students' compliance with the law when they go to school. The purpose of this inspection campaign is to proactively prevent, detect, stop and promptly handle students who violate the law and social evils, school violence, and prevent outside criminals from entering schools.
Initially, through inspection of 631 high schools, middle schools, continuing education and vocational training centers in the province, the authorities discovered and seized 152 knives, scissors of various types, 27 nunchakus, three-section sticks, iron pipes, wooden sticks, 24 dangerous toys, 23 pliers, wrenches, screwdrivers, hammers; 91 smoking machines and 16 bottles of e-cigarette essential oils, 10 packs of cigarettes. Two students were found to be in possession of marijuana, five slingshots, 36 iron balls and many other items unrelated to school supplies. Checking the students' vehicles, the police discovered 392 students in Thanh Hoa City and some districts and towns driving motorbikes over 50cc to school. The police force has temporarily seized all the evidence and worked with the students to verify and clarify, and at the same time coordinated with the school and families to propagate, educate, prevent violations and handle them according to the provisions of the law.
Lieutenant Colonel Kim Duy Cuong, Deputy Chief of Thanh Hoa City Police, said: Through inspection, it was found that the number of students, adolescents and young people using stimulants and bringing prohibited items to school is high, which makes the situation of order in the school area complicated. With the presence of prohibited and dangerous items, if there is a small conflict in the classroom or on the way, students can suddenly use them to commit crimes, causing serious consequences that even the students themselves cannot foresee.
Preventing students from bringing prohibited items and weapons to school is just one of many preventive measures to prevent and reduce school violence and juvenile crime. However, to solve this problem at its root, we must not only rely on the police or education sector, but first and foremost, the management and support of the students from their families.
Legal aid worker Le Thi Thu Van, Thanh Hoa Province State Legal Aid Center, who regularly participates in legal aid for minors in criminal cases, shared: Along with the development of society, the loose connection in the family, the negative side of the market mechanism, the temptations of modern life have caused crimes among young people, especially among minors, to increase. Among them, there are many incidents that occur just because of small conflicts, many minors fight, intentionally cause injuries, disturb public order, and even murder cases. At the "rebellious" age of the defendants, most of them are trying to prove themselves, when conflicts arise, they tend to resolve them with violence. If they do not have the attention and proper and regular guidance from their families, relatives, and teachers, it is very easy to "go astray". Therefore, social prevention solutions to curb juvenile delinquency are extremely important. Through recent cases of juvenile delinquency, it is shown that educating morality, personality, equipping life skills, and basic legal knowledge appropriate to the age and psychology of the children is extremely necessary. Families and schools must focus on managing and monitoring the time and level of use of television, phones, social networks, and means of transport for children, especially the use of alcohol, beer, stimulants, etc. to promptly prevent deviant behaviors and prevent violations of the law. For the authorities, it is necessary to increase the inspection force and strictly handle violations of juvenile delinquency in driving motorbikes and mopeds that do not meet age regulations; Strictly handle acts of giving motorbikes and scooters to young people to participate in road traffic in violation of regulations. Along with that, functional forces need to regularly inspect food and beverage establishments, karaoke bars, internet cafes, etc.; strengthen propaganda measures, prevent crimes against people under 18 years old, build life skills education programs, useful experiential activities in schools, and provide necessary career orientation for this age group.
