According to the Department of Labor, Invalids and Social Affairs of Phong Dien district, in the recent past, policies and projects under the National Target Program on Sustainable Poverty Reduction have been focused on and implemented by all levels and sectors in the area. Phong Dien identified the task of building new rural areas, sustainable poverty reduction, building the district to meet new rural standards, and building the district into a town as an important political task.
The results of the review of poor and near-poor households according to multidimensional poverty standards for the period 2021 - 2025 show that by the end of 2021, Phong Dien district had 1,132 poor households/2,446 people, accounting for 3.80% and 1,163 near-poor households/3,285 people, accounting for 3.90%.
In 2022, Phong Dien district focused on synchronously implementing sustainable poverty reduction solutions. As a result, by the end of 2022, the number of poor households decreased by 272/200 (0.94%) exceeding the target of 72 households; the poverty rate in the district was 2.86%. According to the plan, Phong Dien district strives to reduce by 0.40% (equivalent to 121 poor households) in 2023, by the end of the poverty rate to 2.46%; the rate of near-poor households in the district decreased by 0.42% (equivalent to 125 households) to 3.31%. By the end of 2025, Phong Dien strives to reduce the poverty rate in the district to 1.79% (532 households).
Based on the review results and the set targets and objectives, the Phong Dien District Sustainable Poverty Reduction Steering Committee has allocated targets to localities until 2025; at the same time, it requires communes and towns to determine a poverty reduction roadmap by address, associated with groups of solutions to impact the deficit to help and support. In recent times, the district has synchronously and effectively implemented social security policies and policies to support the poor in health, education, housing, preferential credit loans, vocational training associated with job creation. In addition, it has integrated programs, projects, and resources of the National Target Programs to support and help poor households, near-poor households, newly escaped poverty households, and households in difficult circumstances to develop production, replicate livelihood models, create sources of income, stabilize their lives soon, and limit re-poverty.
In particular, according to Mr. Nguyen Van Luong - Head of the Department of Labor, Invalids and Social Affairs of Phong Dien district, the district is currently focusing resources on 2 communes in the coastal and alluvial areas, so that these localities can reduce the rate of poor households, complete the goal of meeting the standards of a new rural commune, contributing to making Phong Dien a town by 2025. A typical example is in Dien Huong commune, 1 of 7 communes in the coastal and alluvial areas of Thua Thien Hue province in the period of 2021 - 2025. Dien Huong commune strives to reduce the rate of poor households to 4.91% by the end of 2023 (corresponding to a reduction of 11 households); by 2025, there will be 36 households, the rate of poor households will decrease to 3.90%.
Mr. Thai Duy Khanh - Vice Chairman of Dien Huong Commune People's Committee said that the locality has implemented many solutions to help the poor eliminate temporary housing, create jobs, and increase income. Dien Huong focuses on selecting livelihood models suitable to local conditions to support people, especially models of breeding cows, fattening beef cows, and high-quality breeding cows. Up to now, the whole Dien Huong commune has a total herd of 689 cows. Of which, through the breeding cow model from the National Target Program for Sustainable Poverty Reduction, the State has supported 115 breeding cows for poor, near-poor, and newly escaped-poverty households. "Cow breeding makes an important contribution to increasing people's income. A mother cow gives birth to 1 calf, which on average brings in 10-15 million VND per year," Mr. Khanh affirmed.
Help the poor develop their livelihoods, generate income, and stabilize their lives.
Along with the task of solving the shortages in housing, employment, and income, the Phong Dien District Sustainable Poverty Reduction Steering Committee also assigned the Red Cross to focus on supporting poor and near-poor households with no one able to work through humanitarian addresses, valuable gifts on holidays and Tet, and scholarships for children from poor and near-poor households at the beginning of the school year, to reduce difficulties for families.
The Standing Committee of Phong Dien District Party Committee has also directed the Party committees and authorities of communes and towns to continue to launch the movement "family, village, hamlet without poor households" to help descendants in the family and create a ripple effect throughout society with the motto "The whole country joins hands for the poor, leaving no one behind". Associations from the district to the grassroots have developed programs to help and support union members to escape poverty sustainably. Focus on mobilizing social resources to help people eliminate temporary housing, develop livelihoods, and escape poverty sustainably.
In addition, through the nationwide campaign to respond to the "Day for the Poor" and organize the "For the Poor" Peak Month campaign, Party committees at all levels, authorities, the Fatherland Front, socio-political organizations, agencies, departments in the district, social organizations, religious organizations, charities, businesses and individuals inside and outside the locality have supported the "For the Poor" Fund of Phong Dien district, thereby creating more resources to build charity houses and gratitude houses for poor households and policy families with housing difficulties, as well as support other urgent needs in life for the poor.
