Economic Security Department: Strengthening economic security on Hai Phong seaport route

Resolution 45 of the Politburo on the construction and development of Hai Phong city to 2030, with a vision to 2045, identifies Hai Phong city as a key seaport city in the Northern economic region. To carry out this key task, the City Police has focused on directing and assigning the Economic Security Department as the lead unit, closely coordinating with functional agencies and seaport enterprises to deploy measures to ensure economic security and security and order in the city's port area, serving the sustainable economic development of the city and the whole region.

The Hai Phong city seaport system stretches over 11km from the foot of Kien bridge to Lach Huyen international gateway port. It is a national-level general seaport cluster with 50 large and small ports, including 26 general ports, 11 petroleum ports, 13 container ports operated by 40 port enterprises, acting as a gateway port, international transit port, and a vital maritime traffic hub between the region and the whole country and internationally, serving the socio -economic development of the whole country.

In 2023, goods passing through seaports in the city increased by 1.19% over the same period in 2022, seaport revenue is estimated at VND 6,700.5 billion, up 1.11% over the same period.

In the coming years, Hai Phong city will continue to implement many more seaport construction investment projects, and it is forecasted that the volume of goods and ships in circulation will continue to increase.

In recent times, the activities of organizations and individuals at seaports in Hai Phong city have generally been stable. However, through river ports and seaports, there have been many illegal acts such as smuggling, trade fraud, importing prohibited goods, tax evasion by businesses and cargo owners, and the situation of subjects outside the port encroaching on property and goods in the port area with complicated developments and sophisticated methods and tricks, affecting the security of the port route in Hai Phong city in particular and the security and order situation in the area in general...

The fields of management, business, exploitation of seaports and maritime transport activities are identified as important areas and fields in terms of internal political security, economic security, and public order and security. The Economic Security Department has advised and guided the Board of Directors of Ports, Branches, and representative offices of shipping lines to regularly exchange information and situations related to public order and security, the situation of officials on business trips abroad, foreign delegations visiting and working at the port area, and the difficulties and obstacles in economic activities.

At the same time, it is recommended that the Board of Directors of ports, branches, and representative offices of shipping lines do a good job of propaganda and education for officers and employees to raise their awareness and actively participate in crime prevention and control, and improve internal rules and regulations at agencies and enterprises.

In addition, the Economic Security Department also promotes the movement of All People Protecting National Security throughout the entire seaport system, branches, and representative offices of shipping lines in appropriate forms.

In the coming time, the Economic Security Department will continue to proactively prevent, detect, combat, and stop suspicious signs and violations of the law, especially activities related to national security in the seaport system and maritime transport activities; strengthen coordination with functional units on maritime such as the Vietnam Maritime Administration, Hai Phong Maritime Port Authority, Maritime Safety Corporation, Customs, Border Guard, Coast Guard, etc. in state management to deeply grasp the situation in the port area, maritime transport activities such as ships entering and leaving the port; loading and unloading of goods at the port, especially coal, ore, fertilizer, etc.; activities of crew members, grasp the situation of port fee collection activities, activities of enterprises providing services in the port, import and export of goods, temporary import for re-export, etc.

Thereby, it aims to grasp the situation of tax obligations to the State of enterprises operating in the field, promptly detect and prevent acts of commercial fraud, smuggling and tax evasion.
