The Government Inspectorate issued Conclusion No. 106/KL-TTCP dated May 11, 2021, which pointed out a number of difficulties, obstacles, limitations, weaknesses and violations that need to be promptly handled and overcome. Implementing the inspection conclusion, based on the results of the review and overall assessment of the management and use of the works, the Ministry of Culture, Sports and Tourism needs to clarify and classify each group of issues that need to be resolved; proactively coordinate with relevant agencies to promptly handle issues within its functions, tasks and regulations; only report to the Prime Minister on issues beyond its authority.
Deputy Prime Minister Tran Hong Ha requested the Ministry of Culture, Sports and Tourism to pay attention to the following tasks: closely coordinate with the Hanoi People's Committee to review and handle the adjustment of the complex planning, ensuring compliance with regulations, efficiency and feasibility. Preside over and coordinate with the Ministry of Finance and relevant agencies to promptly develop a plan for financial autonomy of the complex in accordance with the operating model and assigned functions and tasks. Preside over a comprehensive review of the signing and implementation of joint venture and association contracts; clarify the legal basis, necessity and effectiveness of this model; proactively and promptly handle problems related to unfinished contracts according to regulations; preside over and coordinate with relevant agencies to agree on a handling plan, and report to the Prime Minister for cases beyond authority.

Deputy Prime Minister Tran Hong Ha directed the Ministry of Culture, Sports and Tourism to preside over and coordinate with the Ministry of Natural Resources and Environment, the Government Inspectorate and the Hanoi People's Committee to review and clarify the land area of the complex for which land rent must be paid according to regulations. On that basis, agree on a plan to propose to the competent authority to handle the land rent debt. Proactively review the assigned medium-term capital plan and the capital needs to be arranged for projects in the complex; on that basis, coordinate with the Ministry of Finance, the Ministry of Planning and Investment and relevant agencies to handle, balance and transfer capital appropriately according to authority and regulations.
Continue to organize the implementation of Conclusion No. 106/KL-TTCP of the Government Inspectorate on the principle that the contents that are clear and agreed upon must be seriously and promptly implemented; for unclear contents, proactively work with the Government Inspectorate and relevant agencies to receive and explain according to regulations.
The Deputy Prime Minister directed the Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Natural Resources and Environment, the Government Inspectorate, the Ministry of Construction, the Ministry of Home Affairs, the Ministry of Public Security and the Hanoi People's Committee, according to their assigned functions and tasks, to proactively coordinate, support and guide the Ministry of Culture, Sports and Tourism in the process of implementing the above contents so that the complex can soon be managed, exploited and used scientifically and effectively.
As Thanh Nien reported, the land tax debt of the complex has now reached a huge amount, more than 900 billion VND, which this unit is no longer able to pay. This unit is being forced to pay invoices and have its accounts frozen.
