Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh received citizen Tran Huy Huong, residing in Block 1, Ha Huy Tap Ward (Vinh City).
With authorization, Mr. Huong proposed that the competent authority issue a decision to allocate resettlement land to Ms. Pham Thi Huong's family and Mr. Bui Quoc Viet's family according to the specific land price at the time the two families returned the land to the State in 2016; at the same time, requested to clarify the responsibility for the delay in allocating resettlement land to the people.
Reporting on the incident, Vice Chairman of Vinh City People's Committee Le Sy Chien said that the delay in handing over resettlement land stemmed from citizens' wishes.
In 2016, the city had a plan to allocate resettlement land to 2 households in Hung Chinh commune, but people did not agree on the location and price, so it was not until 2023 that the city issued a decision to allocate land to the people.
Regarding land price determination, the Vice Chairman of Vinh City People's Committee said that land price determination is under the authority of the Provincial People's Committee. Specifically, the Provincial People's Committee stipulates that the compensation land price at the land acquisition site, the land price of land plots in resettlement areas and the allocated land plots are determined according to the specific price for each recovered land plot and each land plot allocated to households and individuals, ensuring consistency with market land prices.
Director of the Department of Natural Resources and Environment Hoang Quoc Viet also affirmed that, according to the provisions of Clause 3, Article 108, Land Law 2013: "The time for calculating land use fees and land rent is the time when the State decides to allocate land, lease land, allow change of land use purpose, and recognize land use rights".
Therefore, the Director of the Department of Natural Resources and Environment affirmed that Mr. Huong's proposal to allocate resettlement land to Ms. Pham Thi Huong and Mr. Bui Quoc Viet at the specific land price in 2016 was unfounded.
In conclusion, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh said that the determination of land prices is in accordance with regulations, consistent with market land prices and ensures citizens' rights.
The Standing Vice Chairman of the Provincial People's Committee assigned the Vinh City People's Committee to review and clarify the procedural documents to determine who is responsible for the delay in handing over resettlement land to Ms. Pham Thi Huong and Mr. Bui Quoc Viet, and report to the Provincial People's Committee before May 15, 2024. On that basis, advise on solutions to resolve citizens' petitions, paying attention to ensuring the highest benefits for the people.

Chairman of Nghia Dan District People's Committee Vo Tien Sy said that the citizens' petition is well-founded, because the area where the households live is very close to the TH Dairy Food Joint Stock Company's farm cluster No. 3. In 2019, the Provincial People's Committee issued a document agreeing on the relocation and resettlement of households out of the polluted area. Therefore, Nghia Dan District hopes that the departments and branches will guide the district to complete the relocation and resettlement procedures so that households can soon stabilize their lives.
After listening to the opinions of localities, sectors and TH Milk Food Joint Stock Company, concluding this content, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh shared the difficulties of 29 households in Trung Chinh village, Nghia Lam commune, Nghia Dan district in the past time and the wish to be relocated out of the area near the livestock area of TH Milk Food Joint Stock Company.
Although the Provincial People's Committee has had a policy of relocating households since 2019, it has not been completely resolved yet.
