Vice Chairman of District in Vinh Phuc informs about the hundred billion school near the cemetery

After the article Strange story of a hundred billion VND school near a cemetery, built and then 'erased', the Vice Chairman of the People's Committee of Binh Xuyen district (Vinh Phuc province) signed document No. 3790 to provide information related to the merger of Thanh Lang Secondary School and Nguyen Duy Thi Secondary School.

According to the above document, the People's Committee of Binh Xuyen district said that the investment in the construction of Nguyen Duy Thi Secondary School project is aimed at reducing the number of students at Thanh Lang Town Secondary School and Secondary Schools in the southern communes of Binh Xuyen district.

The above project, invested by the District Construction Investment Project Management Board, includes 7 main items, including: leveling ground, stone embankment; classroom building; head office building, library; subject classrooms, gate, fence; power supply; technical infrastructure and auxiliary items; physical training house.

According to the People's Committee of Binh Xuyen district, the project was implemented in 2016 and basically completed in 2019. Although the project has a total investment of over 100 billion VND, since its completion, Nguyen Duy Thi Secondary School has not had a board of directors and has not recruited students.

Binh Xuyen District People's Committee explained: The above project was implemented based on the decision to separate Thanh Lang Secondary School into Nguyen Duy Thi Secondary School. However, in 2018, when the project was under construction, the Provincial People's Committee planned to reduce 6 schools in Binh Xuyen District (including Nguyen Duy Thi Secondary School).

At the time the provincial People's Committee issued the plan to reduce the number of schools (April 2018), the Nguyen Duy Thi Secondary School project had completed 4/7 items. The investor then continued to build and complete the project a year later.

In response to VietNamNet 's question regarding whether the project with a large budget investment capital but completed under the merger is a sign of waste or not, the People's Committee of Binh Xuyen district affirmed: The project "ensures effective exploitation".

The district People's Committee also admitted that the school was completed in 2019 but no students attended. In 2021-2022, the school was used as a quarantine facility to treat Covid-19 patients; in 2022-2023, the school was renovated and repaired.

“Implementing the policy of streamlining the apparatus, not creating additional public service units; at the same time avoiding wasting state assets, the District People's Committee merged Nguyen Duy Thi Secondary School with Thanh Lang Secondary School and organized teaching at 2 locations, ensuring effective exploitation of school facilities,” stated document 3790 of the Binh Xuyen District People's Committee.

After the merger, Binh Xuyen district mobilized parents and students who wished to transfer to the new facility; to date, the number of students moving to the new facility has reached about 400. At the old facility, because many parents did not agree, about 700 students remained.

Previously, reflecting to VietNamNet , many parents in Thanh Lang Town expressed concerns about the policy of transferring students of Thanh Lang Secondary School to a new facility.

People said that there are two main reasons why they have not agreed to the policy of transferring Thanh Lang Secondary School students to the new facility: The old facility is meeting stable teaching and learning needs, has a convenient traffic location and meets national standard school standards in 2018. The new facility is located close to the cemetery, the travel distance is longer and the travel route will have to go through National Highway 2, which is potentially dangerous.

People's concerns stem from the decision to separate Thanh Lang Secondary School nearly 14 years ago and the investment in building Nguyen Duy Thi Secondary School.

While Thanh Lang Secondary School operated normally and became a national standard school in 2018, Nguyen Duy Thi Secondary School could not operate due to the policy of streamlining the payroll and rearranging the apparatus of the Central and Vinh Phuc Provincial Party Committee. In the above context, in January 2016, Binh Xuyen District People's Committee issued a decision to adjust the investment project to build Nguyen Duy Thi Secondary School. By August 2019, the project was basically completed and then completed the acceptance.

Due to not receiving 100% consensus from parents about moving to the new facility, the teaching process at Thanh Lang Secondary School has encountered some problems related to class separation and class transfer. For example, there is a class with nearly 40 students but about 30 students have transferred to the new facility; the number of students staying is not enough to make a class, so they have to be combined into other classes in the same grade.

Nguyen Ngoc Lam, Principal of Thanh Lang Secondary School, said that the school is organizing teaching at two campuses at the same time. As of October 2, 2024, over 700 students (equivalent to 17 classes) have not moved to the new campus. The school has 45 teachers, of which 30 are permanent teachers at the old campus and 15 teachers move between the two campuses during the day.

Strangely, a school costing hundreds of billions of dong near a cemetery was built and then 'erased' . Nguyen Duy Thi Secondary School (Binh Xuyen District, Vinh Phuc Province) is located next to a cemetery and was invested in construction with more than 100 billion dong, but after construction was completed, it was subject to merger, so the board of directors has not been formed and students have not been welcomed.
