Disseminate chemical production and trading standards to businesses

The Department of Chemicals disseminates legal documents related to safety management in the production, trading, use, storage and transportation of hazardous chemicals.


On the afternoon of October 25, the Department of Chemicals ( Ministry of Industry and Trade ) coordinated with the Department of Industry and Trade of Hai Phong to organize a conference to disseminate the National Technical Regulation on safety in production, trading, use, storage and transportation of hazardous chemicals and the National Action Plan on chemical, biological, radiological and dual-use nuclear (CBRN) goods for the period 2019-2025. Mr. Phung Manh Ngoc, Director of the Department of Chemicals, Ministry of Industry and Trade attended and chaired the program; the program had representatives of management agencies and more than 100 enterprises, production, trading and chemical-using units participating.

Speaking at the conference, Mr. Phung Manh Ngoc - Director of the Department of Chemicals, Ministry of Industry and Trade emphasized: Hai Phong is an open city, a gateway for goods trading between the Northern provinces and the world. At the same time, Hai Phong City has many industrial parks and chemical facilities, so it was chosen as a partner to coordinate with the Department of Chemicals to disseminate the two above documents.

Chemicals play an important and indispensable role in daily life as well as in the development of manufacturing industries, contributing to improving the quality of human life. With widespread popularity but posing many potential risks to human health and the environment, chemicals need to be strictly regulated and managed. Furthermore, the prevention and response to chemical incidents also play a very important role, contributing to ensuring safety in chemical activities.

On February 22, 2019, the Prime Minister issued a national action plan on prevention, detection and preparation for response to chemical, biological, radiation and nuclear risks and incidents for the period 2019 - 2025 (Decision No. 104/QD-TTg) to strengthen the prevention, detection and preparation for response to CBRN risks and incidents to prevent and minimize human and environmental consequences, contributing to ensuring social order and safety, national security, and promoting the implementation of international commitments on safety, security and non-proliferation of CBRN weapons.

Pursuant to the Prime Minister's Decision, on March 16, 2020, the Ministry of Industry and Trade issued the Action Plan of the Ministry of Industry and Trade to implement Decision No. 104/QD-TTg.

On December 21, 2020, the Ministry of Industry and Trade issued Circular No. 48/2020/TT-BCT promulgating the National Technical Regulation on Safety in Production, Trading, Use, Storage and Transportation of Hazardous Chemicals (QCVN 05A:2020/BCT). This is an important document replacing TCVN 5507:2002, Vietnam Standard on Hazardous Chemicals - Safety Regulations in Production, Trading, Use, Storage and Transportation. When effective, Regulation 05A:2020 has contributed to strengthening safety in the chemical sector, serving as a basis for enterprises to implement and monitor and inspect by management agencies.

During the implementation process, the Department of Chemicals received a number of comments from businesses and local management agencies about some points of the standards that were not consistent with the conditions of facilities and the socio-economic situation. Therefore, in 2023, the Department of Chemicals proposed to include them in the document drafting plan of the Ministry of Industry and Trade.

On October 10, 2024, the Ministry of Industry and Trade issued Circular No. 19/TT-BCT on promulgating Amendment 1:2024 of national technical regulations on safety in production, trading, use, storage and transportation of hazardous chemicals.

In order for the contents of Decision No. 104/QD-TTg and the provisions of Circular No. 19/TT-BCT to quickly come into practice, so that management agencies at all levels and enterprises can grasp and implement the regulations well, the Department of Chemicals actively coordinates with the Departments of Industry and Trade of provinces and cities nationwide, including Hai Phong, to organize conferences to disseminate the above documents.

At the conference, delegates listened to representatives of the Department of Chemicals present the contents of the National Action Plan on prevention, detection, preparation and response to chemical, biological, radiation and nuclear risks and incidents, and new points and amendments to the National Technical Regulation on safety in production, trading, use, storage and transportation of hazardous chemicals.

The conference also heard many opinions, discussions and contributions from management units, enterprises, production, trading and chemical usage units on new points, additional information and amendments. In particular, delegates highly appreciated some new points amended and supplemented in the two above documents, which are suitable and practical to the needs and urgency of enterprises and units related to the production, trading, use, preservation and transportation of hazardous chemicals.

In particular, the conference helps businesses better understand the National Technical Regulations on safety in the production, trading, use, storage and transportation of hazardous chemicals and the National Action Plan on dual-use chemical, biological, radiological and nuclear goods for the period 2019-2025. Thereby, helping businesses and production, trading and chemical use units to be safe and effective; increasingly meet domestic demand and promote product exports; exploit international advantages and opportunities, proactively participate deeply in the value chain of industrial production in Vietnam and the world.
