Disseminate legal knowledge to ensure aviation safety

This is the information provided by a representative of Noi Bai International Airport at a conference to disseminate legal knowledge to ensure aviation safety held on September 19.

The conference was organized by the Northern Airport Authority in coordination with Noi Bai International Airport to disseminate information to more than 200 households in Mai Dinh commune (Soc Son, Hanoi).

According to statistics from Noi Bai International Airport, from the beginning of the year to September 15, the airport detected 3 cases of people burning straw (8 cases in 2022); 6 cases of flying kites and balloons (10 cases were detected in 2022) and 7 cases of laser beams, a decrease of 9 cases compared to 2022. These are activities that affect flight safety at Noi Bai International Airport.

At the conference, representatives of the Northern Airport Authority pointed out acts that cause aviation safety risks, including: reduced visibility, mid-air collisions, ground collisions, and damage to airport equipment, airports, and aircraft operations.

Accordingly, actions that reduce pilots' visibility include burning straw and shining laser lights. Specifically, after each rice harvest, people burn straw together, causing smoke and affecting pilots' visibility.

Shining laser lights while an aircraft is taking off or landing can cause glare and distraction for pilots at a time when they need to concentrate when controlling the aircraft to take off or land.

Mr. Truong Huu Linh, Head of the Safety Supervision Department of the Northern Airport Authority, hopes that each person will be an exemplary propagandist in implementing legal regulations on ensuring aviation safety.

Actions that can cause collisions in the air such as flying kites, releasing sky lanterns, planting tall trees, illegally constructing structures near the airport or activities that attract birds... These activities pose a risk of collision with aircraft in flight or during takeoff or landing.

In addition, the representative of Noi Bai International Airport also emphasized that behaviors that can cause collisions on the ground include using automatic flying devices such as unmanned aerial vehicles (UAV/Drone), Flycam; grazing and letting livestock into the flight area.

Drones and livestock that enter the airport area can collide with aircraft during takeoff, landing or while operating on taxiways or aprons.

In addition, some acts that can damage airport and seaport equipment such as burning trash near airport facilities and equipment, stealing airport equipment, etc. can damage the equipment system, affecting the operation and exploitation of aircraft at the airport.

With these 4 groups of behaviors, based on Decree No. 162 on administrative sanctions for violations in the field of civil aviation and Decree No. 45 on administrative sanctions for violations in the field of environmental protection, violators may face penalties of up to 40 million VND (shining laser beams at aircraft); 60 million VND (using unmanned aerial vehicles, flycams) depending on the level of violation and consequences of the behavior. In particular, the act of burning straw after harvest will be fined from 2.5 to 3 million VND...

Based on the above regulations, Mr. Truong Huu Linh, Head of the Northern Airport Safety Supervision Department, hopes that each person will be an exemplary propagandist in implementing the provisions of the law on ensuring aviation safety, and at the same time educate family members not to violate current regulations.

Previously, in May, when preparing to harvest the winter-spring crop, Noi Bai International Airport also conducted propaganda for people in Quang Tien commune (Soc Son, Hanoi).
