Ensuring benefits for cadres transferred to the grassroots

At the meeting and dialogue between the Standing Committee of the Provincial Party Committee and more than 1,000 leaders of Party committees and authorities of communes, wards and towns in the province, asking questions to the Standing Committee of the Provincial Party Committee, comrade Le Viet Hung - Secretary of the Party Committee of Xuan Lam commune (Hung Nguyen) said that he was a district-level cadre who was transferred and assigned to the grassroots level. Expressing his joy at Decision 09 of the province regulating a number of contents on cadres who were transferred, transferred and seconded, but after more than 1 year of rotation, the salary went from 14 million to 11 million VND because the reason was that cadres of the Party and mass organizations at the district level had a percentage allowance but at the commune level did not receive a Party work allowance.

“Currently, the province has a project on implementing the rotation, transfer, and secondment of cadres to the grassroots level, which mentions the regime and policies from the working fee regime, public housing, etc. However, the number of cadres belonging to the Party bloc who are rotated and transferred to the grassroots level have their income cut (the Party work allowance is no longer available). So, what solutions does the province have to encourage those who are rotated and transferred to the commune level to feel secure in their contributions?" - Comrade Le Viet Hung asked.

Discussing and clarifying the concerns of the Party Secretary of Xuan Lam commune, comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee emphasized: The rotation, transfer and secondment of cadres to the grassroots is a major policy of the Party to train and foster cadres in the planning to experience practice and gain more experience.

Regarding the regimes and policies for cadres who are rotated, transferred, and seconded, the Politburo stipulates in Regulation No. 65-QD/TW dated April 28, 2022 on cadre rotation; the Government stipulates in Decree No. 138/2000/ND-CP dated November 27, 2020 on recruitment, use, and management of civil servants; and the Standing Committee of the Provincial Party Committee stipulates in Regulation No. 21/QD/TU dated May 12, 2023. These regulations basically meet the requirements of cadres who are rotated to the grassroots level.

Comrade Le Viet Hung's assessment is correct, currently cadres of the Party bloc are rotated and assigned to work at the grassroots level, according to the Central's regulations, they are not entitled to the 30% Party bloc allowance, because the Central only stipulates allowances for cadres and civil servants working in Party agencies, the Fatherland Front and socio-political organizations from the Central to the district level.

"Regarding this content, the Provincial Party Committee has also repeatedly proposed to the Central Government to supplement the Party bloc cadres who are rotated and transferred to the commune level, but so far it has not been resolved." - Comrade Hoang Nghia Hieu said.

Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu informed that the Government has issued Resolution No. 99/NQ-CP dated July 10, 2023 to implement Resolution No. 27-NQ/TW dated May 21, 2018 of the 12th Central Executive Committee on reforming the salary regime, accordingly, a table will be developed and issued according to titles, leadership positions and equivalents.

For Nghe An province, implementing Regulation No. 21-QD/TU, the Provincial People's Committee is currently drafting to submit to the Provincial People's Council a policy on rotating cadres to encourage and motivate cadres, suitable to the province's conditions.

The Standing Committee of the Provincial Party Committee has listened, understood, and shared the difficulties of cadres doing Party work who are transferred to the commune level. The Standing Committee of the Provincial Party Committee has accepted this content and assigned the relevant agencies to research and find solutions to ensure fairness and benefits for cadres doing Party work who are transferred to the commune level.

Policy for localities whose agricultural land is recovered

Regarding the policy for localities whose land has been recovered for industrial development, comrade Nguyen Dinh Tam - Chairman of Nghi Dong Commune People's Committee (Nghi Loc) said: In recent years, the implementation of many investment projects in Nghi Loc district has helped people have stable jobs, increase income, improve their lives, especially in socio-economic development.

However, many communes in Nghi Loc are located in the Southeast Economic Zone, many key investment projects are being implemented such as the North-South Expressway, WHA and many other important projects, so many areas, especially agricultural land, are being reclaimed to serve the projects, so the communes do not have land funds to build infrastructure, divide land into planned plots, and the land use auction process affects the budget revenue and local welfare projects. It is recommended that the Provincial Party Standing Committee and the Provincial People's Council have specific policies, especially for the communes located in the Southeast Economic Zone.

"After implementing the projects, there are still some shortcomings in the locality, especially the areas of agricultural land recovered interspersed with many projects between highways and residential national roads. These areas are located in deep-lying areas without roads, causing difficulties in production for the people, and many areas are even unproductive. Therefore, it is recommended that the province closely direct the relevant sectors to inspect the current situation and proceed to recover the remaining areas outside the project" - Chairman of Nghi Dong Commune People's Committee added.

Discussing the content related to interspersed agricultural land after the recovery of projects that are difficult to produce and do not meet the conditions for production, comrade Pham Van Toan - Deputy Director of the Department of Natural Resources and Environment said: In Decision 24, Article 12 dated February 14, 2000 of the Provincial People's Committee regulating interspersed land, it is strictly stipulated that the area of ​​agricultural land under 50m2 that people do not need must be transferred to local management, and the area between over 50m2 but under 150m2 is eligible for recovery and other special cases, assigned to the District People's Committee for consideration to submit to the compensation council for recovery in accordance with actual conditions. Decision 24 of the Provincial People's Committee gives full authority to handle this situation to the District People's Committee.

To clarify this question, Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee said: Industrial development is a major policy of the province. Currently, Nghe An province has 3 main industrial parks: VSIP, WHA and Hoang Mai 1. Every year, the industrial parks attract 45,000 - 47,000 workers, improving people's lives, especially socio-economic development; creating a new face for the province.

The Deputy Secretary of the Provincial Party Committee shared that, in the common gains of the province, the localities whose land was recovered had certain disadvantages, many areas of land under agricultural production planning had to make way for industrial development; there were localities not in this area that had enough conditions to plan residential land, and the sale of residential land was reserved to have additional sources of budget revenue.

For communes whose agricultural land has been reclaimed for industrial development, the province has a policy of prioritizing funding to restore rice production, helping localities have conditions to restore production. As for communes in the Southeast Economic Zone, any commune in the residential land planning area with a location suitable to the approved General Planning and Construction Zoning Plan, the Provincial People's Committee has directed the Southeast Economic Zone Management Board to advise and approve the survey and selection of locations for planning the subdivision of residential land according to the proposal of the Nghi Loc District People's Committee.

"The Standing Committee of the Provincial Party Committee will receive, continue to study, and propose to the Provincial People's Committee appropriate policies to ensure the rights of the people and ensure compliance with current laws," said the Deputy Secretary of the Provincial Party Committee.

Attention to party member development

Questioning the Standing Committee of the Provincial Party Committee, comrade Ha Manh Linh - Secretary of the Party Committee of Don Phuc commune (Con Cuong) said: Every year, the number of outstanding people admitted to the Party is almost always beyond the age of the Youth Union, even not reaching the set plan (over 30 years old, cultural level only reaches 9/12), the reason is that the majority of Youth Union members have a cultural level of 12/12, university graduates mostly go to work far away but are not stable.

"If we do not pay attention to the work of developing the Party among the Youth Union's age group, in the future it will lead to the aging of Party members. If Party members age, it will affect the quality of grassroots Party organizations. In the coming time, the province needs to have mechanisms and policies to create jobs for local children, as well as create resources to develop Party organizations to ensure quality," the Secretary of the Don Phuc Commune Party Committee asked.

Answering the question of the Secretary of the Party Committee of Don Phuc commune about the mechanisms and policies to create jobs for local children, as well as to create resources for the Party to ensure quality development, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu said: The socio-economic development strategy of the province is to develop synchronous infrastructure, train people and reform administration.

In particular, to build synchronous infrastructure, the province focuses on attracting large projects such as Cua Lo deep-water seaport, upgrading Vinh airport, etc. Especially, road traffic infrastructure has had many positive changes in recent years. Regarding industrial park infrastructure, the province has attracted three large industrial park infrastructure investors: WHA, VSIP, Hoang Mai 1, etc., contributing to creating momentum for socio-economic development and attracting investment in the province.

As a result, in 2022, for the first time, Nghe An entered the top 10 localities attracting the largest FDI in the country (total newly granted and adjusted capital as of December 31, 2022 was 961.3 million USD). In particular, Nghe An province rose to 8th place out of 63 localities in attracting foreign direct investment (FDI), with a total newly granted and adjusted capital of 725.4 million USD; in the first 6 months of the year, it attracted 8 FDI projects with a registered capital of 613.8 million USD.

Along with that, the province continues to train human resources to meet the requirements of industrial development. At the same time, Nghe An will continue to promote administrative reform, creating a more favorable investment environment to attract foreign investment.

From attracting good investment in the area, we have the conditions to bring Nghe An children from inside and outside the province to work in the locality. From there, we will have the conditions to develop new party members.

In addition, we pay attention to developing party members among high school students as a source of young and qualified party members. Regarding the work of developing party members, Nghe An province has issued project 01, project 5155 and the province will continue to direct the implementation of good party development in special areas and in enterprises.

"However, in remote areas, attracting investment and creating jobs for workers is more difficult. The province will continue to pay attention to calling for businesses to invest in mountainous areas to develop industry, agriculture, high-tech agriculture, and build new rural areas. Along with that, effectively implementing national target projects to create jobs, increase income and improve people's lives" - Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu said.
