Working with the Standing Committee of Trieu Son District Party Committee, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen heard a report on the situation and results of implementing the Resolution of the 18th District Party Congress, term 2020-2025.

Accordingly, after more than 3 years of implementing the Resolution of the District Party Congress, with the attention and leadership of the province; the drastic direction and management of the District Party Committee, People's Council, and People's Committee, together with the efforts of all levels, sectors, the companionship of the business community and all classes of people, the district's socio-economy continues to change positively.

The average annual growth rate of production value in the period of 2021-2023 is estimated at 11.49% (ranking 4th in the province in 2023). The total state budget revenue in the area in the 3 years of 2021-2023 reached 1,947 billion VND; the annual budget revenue growth rate is estimated at 29.4%, higher than the Resolution target (increased by 15% or more); 349 new enterprises were established. The whole district has attracted 14 investment projects with a total registered capital of over 470 billion VND. The average income per capita in 2023 is estimated at 61.38 million VND. In the period of 2021-2023, 5 more communes will meet new rural standards and will be recognized as new rural districts in 2021; 11 communes will meet advanced new rural standards...

The cultural and social fields continued to have many progressive changes, social security was ensured; the material and spiritual life of the people was increasingly improved. The work of building the Party and the political system had positive changes. In particular, the work of organizing cadres was fully implemented according to procedures and regulations; the work of training and fostering continued to receive attention; the work of recruiting new party members was focused on and directed resolutely; the work of inspection, supervision and the activities of the Inspection Committees at all levels were strengthened.

The activities of the mass mobilization system are increasingly evident and have many positive changes. In particular, the work of mobilizing people to implement the Party's policies and the State's laws, emulation movements have many new and creative ways of doing things, many "Smart Mass Mobilization" models have achieved high efficiency, have strong influence, and create consensus among the people.
The most obvious result is the mobilization of people to donate land to expand rural roads in the spirit of Resolution No. 12-NQ/HU, dated July 22, 2022 of the District Party Committee on strengthening the leadership and direction of Party committees in mobilizing people to donate land to expand rural roads. After 2 years of implementation, as of December 31, 2023, the whole district has expanded 406km; the donated land area is 41.9ha; the number of villages that have donated land is 254/254 villages; the number of households that have participated in donating land is 13,134 households. In 2023 alone, people in the district donated 212km of roads and the area reached 23ha. In particular, the Resolution has mobilized the largest resources from the people ever...

Concluding the working session, Mr. Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, acknowledged the spirit of solidarity and unity in the entire Party Committee and among the people of Trieu Son district, which has resulted in encouraging results in all aspects. In particular, the district's socio-economic situation has many outstanding highlights. The economic scale ranks 8th in the province. Trieu Son district has reached the new rural area target in 2021, 1 year earlier than expected. This is also a locality that has done a good job of land accumulation, shifting crop structure and linking in production, developing a modern economy, integrating and adapting to the market mechanism.
Trieu Son district has also actively attracted investment and removed difficulties in administrative procedures for businesses. Along with that, the fields of culture - society, national defense - security, Party building and political system building have been focused on implementation.

Pointing out lessons learned in leadership and direction of socio-economic development, in Party building, and in government mass mobilization work in Trieu Son district, the Standing Deputy Secretary of the Provincial Party Committee also suggested that in the coming time, the Standing Committee of the Trieu Son District Party Committee continue to focus on leading and directing the implementation of mass mobilization work in general and government mass mobilization work in particular, mobilizing all resources for socio-economic development, striving to soon turn Trieu Son into an advanced new rural district and a type 4 urban area.
In the field of economic development, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen suggested that the Standing Committee of the Trieu Son District Party Committee continue to mobilize the business community and the people to unify the viewpoint that for many more years, Trieu Son will continue to be the focal point of food production in the province, contributing to ensuring solid food security. To do this, it is necessary to not only produce goods on a large scale, apply high technology but also produce in an organic direction, produce clean and safe products associated with processing, meet market requirements and have high economic value.

At the same time, focus on shifting crop structure towards increasing value per unit area. There are solutions to support the shift from small-scale, environmentally polluting livestock farming to large-scale, concentrated livestock farming.
For industrial production, the district must do a good job of administrative reform, at the same time focus on planning and completing the infrastructure of industrial parks, clusters and livestock areas; support businesses in procedures and attract investment to the area.
Promoting the achieved results, Trieu Son district needs to continue to do a good job of mobilizing the masses, donating land to build rural traffic, welfare works to build advanced new rural areas, model new rural areas, striving to reach the advanced new rural area goal by 2025. Continue to mobilize resources to complete the roads that have been expanded due to people donating land; at the same time, continue to mobilize people to donate land, expand inter-district, inter-commune, and village roads that have not been expanded and build other welfare works to serve the socio-economic development, education and training of the district.
In the process of performing its tasks, Trieu Son district must consider education and training as the foundation for sustainable development. Attach importance to political and ideological education for cadres, party members and people; fully and seriously implement the Party's guidelines, policies and laws of the State to cadres, party members and people. Grasp the ideological situation of party members and people, promptly and thoroughly resolve issues, and not let them become hot spots. Organize and carry out well the study and following of Ho Chi Minh's ideology, morality and lifestyle in accordance with the conditions of the district Party Committee in conjunction with regulations on Party building and rectification and the exemplary responsibility of party members and leaders.
Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen also noted that the District Party Committee should continue to focus on Party building work, and prepare all conditions well to organize Party Congresses at all levels for the 2025-2030 term. Strictly implement the Central's regulations in all stages of personnel work, from planning, commenting, evaluating, and appointing cadres; in which, pay special attention to the standards and conditions of cadres when appointing.
Pay attention to developing party members, pay attention to recruiting new party members in rural areas, enterprises and schools. Strengthen inspection and supervision, focusing on implementing working regulations in sectors and fields where violations are likely to occur. Pay attention to thoroughly resolving complaints and denunciations; be transparent and public with conclusions prepared for the congress.
Regarding the district's recommendations, the Standing Deputy Secretary of the Provincial Party Committee assigned the relevant departments to study and advise competent agencies to submit to the People's Council for consideration and decision.
