On the morning of December 1, at the National Convention Center in Hanoi, about 1,100 official delegates representing more than 11 million union members nationwide attended the first working session of the 13th Congress of the Vietnam General Confederation of Labor.
Speaking at the opening of the first working session, Mr. Nguyen Dinh Khang - President of the Vietnam General Confederation of Labor, said that in the 2018-2023 term, the Vietnam Trade Union carried out its tasks in the context of the world and domestic situation with many difficulties compared to forecasts.

The world situation is changing rapidly, complicatedly and unpredictably, especially the negative impact of the Covid 19 pandemic has affected all aspects of life, including employment, income, life of union members, workers and union activities.
In that context, with the determination to overcome difficulties, promote traditions, dynamism, creativity, for union members and workers, trade unions at all levels continue to innovate the content and methods of operation, propose many policies and solutions, organize implementation and basically complete the goals, targets and tasks of the Resolution of the 12th Congress of Vietnam Trade Union.
During these days, more than 11 million union members and workers nationwide are looking towards the Congress, placing their full trust and expectations on the wise decisions of the Congress. With that spirit, Mr. Nguyen Dinh Khang asked each delegate to concentrate their intelligence with all their heart, work with the highest sense of responsibility, best implement the content, program and regulations of the Congress, contributing to the success of the Congress.

On behalf of the Presidium, Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor, also read a report objectively and comprehensively assessing the implementation of the Resolution of the 12th Congress of Vietnam Trade Union.
The 12th term summary report also shows that in the past term, the Trade Union has achieved outstanding achievements in wage negotiations. In the past 5 years, the Trade Union proposed to increase the regional minimum wage by 25.34%.
Dialogue and collective bargaining activities were strengthened and innovated. During the term, 15,832 new collective labor agreements were signed, bringing the total number of signed collective labor agreements to 42,550, accounting for 72.12% of the total number of enterprises that have established grassroots unions; there were 22 collective labor agreements of groups of enterprises with 224 participating enterprises and units, and 119,336 workers benefiting.
Legal consultancy activities were promoted with more than 330,000 consultancy cases for more than 1.1 million union members and workers; participating in litigation to resolve labor disputes in court for 12,369 people...

In addition, the union also has many activities to care for the material and spiritual life of union members and workers. These include taking care of workers affected by the Covid-19 epidemic; taking care of more than 30 million union members and workers in difficult circumstances, receiving visits, New Year greetings, encouragement, and gifts on the occasion of "Tet Sum Vay" with over 28 trillion VND; organizing the "Union Shelter" to support more than 14,000 workers in construction and repair with a total amount of over 500 billion VND along with tens of thousands of "houses of gratitude" and "houses of great solidarity".
The 13th Congress of the Vietnam General Confederation of Labor, term 2023-2028, will discuss three breakthroughs: Promoting dialogue and collective bargaining, focusing on wages, bonuses, working hours, rest hours, and occupational safety and hygiene; Focusing on developing union members and establishing grassroots unions in non-state enterprises; Building a team of grassroots union chairmen to meet task requirements, especially union chairmen in non-state enterprises.
The Congress is an important political event of the working class, the Vietnam Trade Union, and a broad political activity among cadres, union members, and workers nationwide.
Also on the morning of December 1, the Presidium of the General Confederation and all delegates of the Congress visited President Ho Chi Minh's Mausoleum, offered incense to commemorate heroic martyrs at Bac Son Martyrs' Monument, and then opened the first working session.
At the first session, the Congress elected the Presidium, the Secretariat, and the Congress Delegate Qualification Examination Board; approved the working program and regulations of the Congress; reported the results of the Congress delegate qualification examination; presented a general report of the Executive Committee of the 12th Vietnam General Confederation of Labor to the Congress; the review report of the Executive Committee of the 12th Vietnam General Confederation of Labor; and reported on amendments and supplements to the Charter of the Vietnam Trade Union.

On the afternoon of December 1, 10 discussion groups will be deployed to discuss issues related to essential issues of workers, especially social housing and taking care of workers' lives during the upcoming Lunar New Year.
At the solemn ceremony taking place tomorrow (December 2), the Congress will invite Party and State leaders to participate in the Presidium to run the Congress. General Secretary Nguyen Phu Trong will give a speech directing the 13th Congress of the Vietnam General Confederation of Labor.
The 13th Congress of the Vietnam General Confederation of Labor set a target that by the end of its term, the whole country will have more than 15 million union members, and grassroots organizations will be established in 100% of enterprises with 25 or more employees; At least 83% of enterprises and units with union organizations will be eligible for union negotiation and signing of collective labor agreements in accordance with the law; At least 90% of court disputes involving union members will be met with requests for union representatives to participate or provide legal support. |
