On August 27, the Subcommittee on Documents of the 16th Quang Ninh Provincial Party Congress, term 2025-2030, held its first meeting to discuss and give opinions on a number of contents related to the preparation of documents for the Congress. Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, chaired the meeting.
At the meeting, members of the Document Subcommittee listened to and commented on the draft of the Preliminary Outline of the Political Report, the Plan for developing Congress Documents, the Working Regulations of the Document Subcommittee and the Working Regulations of the Editorial Team of the Documents of the 16th Provincial Party Congress. In particular, for the Preliminary Outline of the Political Report, the Editorial Team closely followed the Outline for the quick announcement of the results of the 9th Central Conference of the 13th tenure, the Planning of Quang Ninh province for the period 2021 - 2030, with a vision to 2050, and the Documents of the 15th Provincial Party Congress to develop the main contents.
Concluding the meeting, Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, requested the Editorial Team to fully absorb the opinions of the subcommittee members to complete the preliminary outline of the Political Report. In particular, relevant agencies and units complete reports assessing a number of key issues implemented throughout the term to serve the provision of data and documents in the process of drafting the Political Report. At the same time, statistics on thematic reports of the two recent Provincial Party Congresses are compiled for reference.
Regarding some specific contents, the Standing Deputy Secretary of the Provincial Party Committee requested that the draft proposal for the congress theme must be concise, easy to understand, concise, and cover the goals of the next term. At the same time, it must be consistent with the documents presented at the congress. The contents of the Political Report must be unified and closely linked in terms of content. In particular, it is necessary to identify breakthroughs in the next term to determine specific tasks and solutions for implementation. Regarding the working regulations of the Editorial Team, the Team Leader and team members proactively develop a work plan and propose additional personnel to meet work requirements.
Regarding the implementation time, the Standing Deputy Secretary of the Provincial Party Committee requested to complete the preliminary outline of the Political Report before September 10 so that the Document Subcommittee can give comments and report to the Standing Committee of the Provincial Party Committee.
