Kinhtedothi - Hanoi People's Committee issued Decision No. 168/QD-UBND dated January 10, 2025 on approving the Construction Zoning Planning Task, scale 1/2000 of Phung Hiep Industrial Park.
Accordingly, the planning research location belongs to the administrative boundaries of To Hieu, Nghiem Xuyen, Thang Loi, Dung Tien communes, Thuong Tin district, Hanoi city.
The North borders agricultural land of Thang Loi commune and Dung Tien commune; The South borders provincial road 429 and agricultural land of To Hieu commune; The East borders agricultural land of To Hieu commune and Thang Loi commune; The West borders agricultural land of Nghiem Xuyen commune and Dung Tien commune.
The planned land area is about 174.8 hectares.
The planning objective is to concretize the Master Plan for Hanoi Capital Construction to 2030, with a vision to 2050, the Master Plan for Construction of Thuong Tin District, Hanoi City to 2030, at a scale of 1/10,000, the Industrial Development Plan of Hanoi City to 2020, with a vision to 2030 and the Project "Establishing 2-5 new industrial parks in the period 2021 - 2025" approved by competent authorities.
Along with that, it contributes to ensuring the supply for the development of industrial infrastructure systems in industrial parks in the city, meeting the needs of attracting foreign direct investment and domestic investment capital in Hanoi in general and investment in industrial parks in the city in particular.
Forming industrial parks focusing on developing clean and modern industries, using advanced and environmentally friendly technology, minimizing negative impacts on the environment, saving resources and ensuring sustainability for production activities.
Determine the functional use for each land plot; principles of space organization, landscape architecture for the entire planning area; land use criteria, technical infrastructure system for each land plot; arrange social infrastructure system suitable for usage needs. As a premise for environmental management and control in industrial zones.
The approved zoning plan for Phung Hiep Industrial Park is the basis for determining construction investment projects in the industrial park and establishing detailed construction plans.
The nature and function of the planning research area is an industrial park oriented towards biological industries serving agriculture (high-tech agriculture); processing of high-quality agricultural products and food associated with raw material areas; mechanical engineering, electronics; developing supporting industries, using modern production processes, minimizing environmental pollution, ensuring compliance with the orientation of the Hanoi City Industrial Development Plan to 2020, with a vision to 2030 approved by the City People's Committee.
The number of workers and laborers is expected to be about 8,000 people.
Requirements for construction zoning plans: comply with approved construction planning projects, technical infrastructure specialized planning, industrial development planning; regulations on protection of safety corridors of technical infrastructure works, environmental safety distances, relevant regulations and standards and in accordance with the current state of industrial development in the research area.
Analyze and evaluate the needs and service development models for the area. Fully exploit natural terrain conditions to create reasonable space in the area.
During the planning process, coordinate with relevant agencies and units to review and ensure the synchronization of technical infrastructure and social infrastructure inside and outside the industrial park boundary; wastewater, waste and exhaust gas treatment systems to protect the environment, limit negative impacts on the ecological environment, etc.
The time for preparing the zoning plan shall not exceed 9 months from the date the Construction Zoning Plan Task is approved.
