According to the Decision, the two planning blocks with symbols KKD and CX8 are adjacent to each other, located within the boundary of Bach Mai Hospital, in Phuong Mai ward, Dong Da district; the North borders the internal road of the Hospital, the Southwest borders the CX-9 land plot, the East borders the internal road according to the planning, the West borders the CX-5, CX-9 land plots and the internal road according to the planning. The scale of the study to establish local adjustments to the Detailed Planning has a total area of about 18,057.1m2, of which: The planning block with symbol KKD has a land area of about 14,353.4m2 , the planning block with symbol CX8 has a land area of about 3,703.7m2 .
The adjustment objective is to comply with the requirements for adjusting the project investment policy approved by the Ministry of Health in Decision No. 1913/QD-BYT dated July 5, 2024. At the same time, to exploit and use land funds more effectively, to meet the increasing demand for medical examination and treatment for the leading hospitals of the country in general and the region in particular, and to serve as a legal basis for establishing construction investment projects according to approved planning and as a basis for management agencies and local authorities to manage construction according to the provisions of law.
Accordingly, the construction floor area of the Examination Area is adjusted to increase by 11,607 m2 (from 68,990 m2 to 80,597 m2 ); the height of the Examination Area is adjusted to increase by 2 floors (from 3 to 5 floors); and 3 basements are added.
Parking needs are arranged in the Bach Mai Hospital land according to the detailed planning, scale 1/500 approved by the City People's Committee in Decision No. 1217/QD-UBND dated April 8, 2022, 07 parking lots (including: 03 ground lots with an area of 9,443.5m2 and 04 underground lots, 03 basements with a total area of 73,941m2 ), total area 83,384.5m2 .
The City People's Committee assigned Bach Mai Hospital and the consulting unit to prepare local planning adjustments: Be responsible for the legal organization of the preparation (including the process; scope, objects, time, form, synthesis results... opinions of relevant agencies, organizations, individuals and communities), quality, data, accuracy, consistency, synchronization with the system of drawings and explanations. Update and show in the Bach Mai Hospital Detailed Planning dossier, scale 1/500 (approved) the adjusted contents to implement the steps according to the prescribed process.
The Department of Planning and Architecture shall inspect and confirm the drawings of the Local Adjustment of the Detailed Planning of Bach Mai Hospital, scale 1/500, at the planning blocks marked KKD, CX8 mentioned above in accordance with this Decision; archive records according to regulations.
Dong Da District People's Committee presides over and coordinates with Bach Mai Hospital and the Department of Planning and Architecture to publicly announce the local adjustment of the approved detailed planning so that relevant organizations, agencies and people can know and implement it.
Dong Da District People's Committee, Phuong Mai Ward People's Committee and the Department of Construction Inspectorate are responsible for inspecting and supervising construction according to approved planning, handling cases of construction in violation of planning according to their authority and regulations of law.
